Killeen, TX Job Details Full-time From $80,421.12 a year 1 day ago Benefits Paid holidays Dental insurance Vision insurance Gym membership Life insurance Qualifications Driver's License Full Job Description Payroll Manager To administer and oversee the City's payroll operations, serve as the Finance Department functional administrator for payroll and accounts receivable ERP systems, and supervise the maintenance of financial records and financial reporting in accordance with applicable laws, regulations, and accounting standards. The employee will have the responsibility of: Managing payroll activities by reviewing and approving disbursement of payroll and ensuring Federal, State, and City requirements are met Overseeing Account Receivables and Cash Receipts functions Performing system configuration, testing, troubleshooting, reporting, financial integrations, and coordination of security access and system workflows Acts as the Accounting/Payroll liaison with the Human Resources, Information Technology, and software vendors Reconciling payroll accounts and facilitating administrative corrections to payroll Preparing and overseeing the filing of monthly, quarterly, and annual reports Planning and organizing staff workloads and assignments, training, motivating, and evaluating staff Ensuring accounting activities, financial statements, and supporting schedules are compiled and reported in accordance with the Governmental Accounting Standards Board (GASB) requirements and applicable accounting standards Providing leadership direction in the development of short- and long-term plans Assisting with annual audits and directing staff to ensure the timely completion of accurate schedule Participating in the preparation of the Comprehensive Financial Report (ACFR) on a timely basis to comply with external reporting deadlines of GFOA and Federal and state agencies Assisting with ERP implementations, upgrades, testing, process automation initiatives and system enhancements related to payroll, accounts receivable, and accounting operations Verifying documents and forms for the Accounting Division including accounting entries and transactions and payroll reports Planning, reviewing, and conducting special studies related to organizational changes, operational efficiencies, workflow improvements, and financial system processes Assisting the month-end and year-end closing of the City's books in a timely manner As an employee with the city of Killen some benefits are: Health insurance from United Health Care (United Health Care Plus for co-pay) Dental and Vision insurance Life insurance Retirement through TMRS (Optional 4579(b) Accounts) Paid Vacation and Sick Leave 13 paid holidays
Wellness Events & Free Gym Membership Required Minimum Qualifications Education and Experience:
Graduation from an accredited four-year college or university with a degree in Accounting, Finance, Business, Information Systems, or Public Administration, or a closely related field; and Three (3) years of progressively responsible experience in payroll, accounting, finance, Information System, ERP systems, or related financial operations, preferably in payroll, accounting, finance, Information System, ERP systems, or related financial operations, preferably in a municipality or government entity Any equivalent combination of education and relevant experience One (1) year of supervisory experience preferred Experience with ERP systems, payroll system administration, financial software applications, system implementations, or automated accounting processes preferred Experience working with payroll-related system integrations, reporting tools, troubleshooting, or financial system processes preferred Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) certification preferred
Special Requirements:
Must have a valid Texas driver's license within sixty (90) days of hire Must have a valid driver's license by date-of-hire Must obtain the Fundamental Payroll Certification (FPC) within eighteen (18) months of hire and obtain the Certified Payroll Professional (CPP) designation within three (3) years of hire Ability to obtain and maintain applicable ERP systems certification and training as required Must be bondable
