We are a growing agency looking for a detail-oriented HR professional to manage core human resources and administrative billing functions on a part-time basis. Position Summary The HR Coordinator is responsible for payroll processing, employee records management, billing support, and personnel administration. This role reports directly to the Executive Director and works closely with the Program Coordinator and Supervisor/Case Manager to maintain compliant, organized, and efficient back-office operations. Key Responsibilities Payroll & Billing Process bi-weekly payroll through ADP, including timesheet reconciliation, overtime calculations, and deduction management Ensure payroll compliance with California Labor Code, including daily overtime at 8 hours and weekly overtime at 40 hours Coordinate with the Program Coordinator to reconcile EVV records and completed DSRs against payroll hours Support WRC billing preparation by verifying that billed service hours are backed by completed, QA-reviewed Daily Service Reports Track and flag discrepancies between hours worked, hours documented, and hours billable Employee Management & Records Maintain personnel files including onboarding documents, certifications, training records, performance documentation, and separation paperwork Manage the onboarding process for new
DSPs:
offer letters, I-9 verification, background check tracking (DOJ/FBI LiveScan), TB clearance, and required DDS/Title 17 training documentation Track credential expirations (CPR/First Aid, LiveScan renewals) and ensure compliance before lapses Coordinate with ADP on employee status changes, pay rate adjustments, and direct deposit setup Employee Relations & Conflict Resolution Serve as first point of contact for employee workplace concerns, scheduling conflicts, and interpersonal issues Conduct or support initial fact-finding for employee complaints or grievances in accordance with the PSS Employee Handbook Document all employee relations interactions with dates, participants, and outcomes Escalate matters involving potential FEHA claims, harassment allegations, or termination recommendations to the Executive Director Compliance & Policy Ensure agency HR practices comply with California employment law, FEHA, wage and hour regulations, and IWC Wage Order 15 (relevant to live-in DSP arrangements) Assist with updates to the PSS Employee Handbook as policies evolve Support Cal/OSHA SB 553 workplace violence prevention plan documentation and training tracking Qualifications 2+ years of HR experience, preferably in a healthcare, home care, or social services setting Working knowledge of California employment law (wage and hour, meal/rest breaks, overtime, termination requirements) Experience with ADP or comparable payroll platform Strong organizational skills and attention to detail Ability to handle sensitive and confidential information with discretion Familiarity with DDS-vendored agency operations is a strong plus but not required Preferred PHR, aPHR, or SHRM-CP certification Experience in the IDD/developmental services field Bilingual (Spanish) is a plus given DSP workforce demographics
