Job Description
Position Overview:
The Payroll Specialist is responsible for processing weekly company-wide payroll for 250 employees while also serving as the primary owner of Certified Payroll reporting and compliance for all applicable projects. This role supports a fast-paced operations environment and requires strong attention to detail, the ability to manage recurring deadlines, and confidence handling both routine payroll processing and certified payroll submissions. Payroll volume is steady and consistent, and the role operates within established processes and cross-department support to ensure accuracy and compliance. Hands-on Certified Payroll experience is required, including preparing and submitting Certified Payroll Reports through LCPtracker and the California DIR. Experience using Viewpoint Spectrum is preferred, as that is our payroll system.Key Responsibilities:
Weekly Payroll Processing Process weekly payroll for the company while ensuring accuracy, timeliness, and compliance. Ensure accuracy of timecards, pay rates, classifications, premiums, reimbursements, and deductions. Reconcile payroll data to ensure gross pay, deductions, and net pay are accurate. Resolve payroll discrepancies and employee pay issues in coordination with HR and Accounting. Generate payroll reports and support internal or external payroll audits as needed. Certified Payroll & Prevailing Wage Compliance (Required) Prepare, review, and submit Certified Payroll Reports (CPRs) for public works projects. Submit CPRs through LCPtracker and the California DIR in accordance with project and agency requirements. Ensure compliance with California prevailing wage laws, union agreements, and project-specific requirements. Track certified payroll submission schedules (weekly or monthly) and ensure all deadlines are met. Maintain complete and accurate certified payroll documentation, including backup records and supporting documents. Respond to CPR rejections, corrections, audits, and agency or client inquiries. Systems, Reporting & Process Support Utilize payroll systems to process payroll and generate reports (Viewpoint Spectrum preferred). Maintain organized payroll and certified payroll records for internal and external use. Collaborate with HR, Accounting, and Operations teams to ensure accurate employee, job, and project data. Support process improvements related to payroll accuracy, compliance tracking, and reporting efficiency. Stay current on DIR regulations, prevailing wage requirements, and certified payroll reporting updates. Required Qualifications Certified Payroll experience required, including hands-on submission of Certified Payroll Reports (CPRs) through both LCPtracker and the California DIR. Strong working knowledge of California prevailing wage and public works payroll requirements Experience processing weekly payroll Ability to manage recurring deadlines and resolve payroll or CPR discrepancies High attention to detail with strong organizational and time-management skills Proficiency in Microsoft Excel and Word Preferred Qualifications 3-5 years of Payroll experience Experience using Viewpoint Spectrum Construction, traffic control, or public works payroll experience Experience supporting payroll or compliance audits Advanced Excel skills (reconciliations, reporting, formulas) Work Environment Office-based Fast-paced environment requiring organization, adaptability, and teamwork.Compensation & Benefits Pay Range:
