The Finance Department is seeking an individual to fill the position of Payroll Clerk. This is a full-time union position with benefits.
Hours:
37.50, $32.15 hourly, Monday-Friday, 8:30 a.m. - 4:30 p.m. Performs clerical and administrative duties responsible for a multi-million-dollar annual payroll. Full job description is attached. General Statement of Duties:
The Payroll Coordinator is responsible for a multi-million-dollar annual payroll. This position requires management of all records dealing with salary and wages, W2 reporting, retirement fund contributions, payroll deductions (including health, dental and life insurance), unemployment claims, town pension plan, Workers Compensation, Family Medical Leave Act (FMLA), FICA, employee attendance, and related reports. This position also manages internal record keeping, and state audits. This position will work closely with the Finance or Assistant Finance Director managing general policies and procedures, assisting with compliance in the areas 401a, 457, OSHA, FICA, Tax Compliance, and the Affordable Care Act (ACA). This position will work independently with a high degree of autonomy and requires sound decision making. Confidentiality within this position is crucial.
ESSENTIAL
Duties and Responsibilities:
Payroll:
  • Reviews timesheets for accuracy and prepares payroll for entry into the automated system
  • Prepares employee payrolls in accordance with collective bargaining agreements for bargaining unit personnel or in accordance with Town of Orange approved salary levels for non-bargaining units
  • Performs calculations, posting and verifying entries to obtain financial data for payroll deductions, including withholding taxes, FICA, retirement, insurance, union dues, garnishments, credit union and other payments
  • Performs calculations, posting and verifying wage adjustments due to Family Medical Leave Act (FMLA) absences or extended leave requests
  • Processes and disseminates payroll checks, makes electronic payroll transfers, and prepares related journal entries
  • Prepares special payroll for Police Holiday pay and any other special needs.
  • Prepares, reconciles and issues reports for gross and net payroll, federal and state taxes, and payroll deductions. Files payroll taxes with appropriate state and government agencies.
  • Prepares and issues W2 and 1095 information to employees and files with appropriate state and government agencies
  • Prepares monthly unemployment report and files with appropriate state agency
  • Manages all payroll procedures for new personnel
  • Receives and submits timely responses to unemployment claims
  • Assists in preparing information for the annual budget for personnel related accounts;
  • Assists with research projects related to payroll and personnel and provides auditors with information when requested
  • Prepares regular reports for the Finance or Assistant Finance Director, Town of Orange or other reporting agencies upon request
  • Adheres to federal, state, and local laws governing the execution of payroll transactions and follows related Town of Orange policies and procedures
  • Maintains personnel files and audits for completion, assists in implementing a paperless database or tracking system
  • Run, track, and maintain employee background check files
  • Track and respond to any Unemployment Compensation requests and reconcile with the Accounting Department
  • Assists with annual Human Resources notices, including (Medicare, HIPPA, Summary Annual reports, etc.) and ensures they are uploaded to the faculty/staff portal.
  • Organizes, maintains, and archives computer files
ATTENDANCE/EMPLOYEE LEAVES
  • Maintains all employee on Munis attendance profiles to reflect carryover time and bargaining contract language
  • Maintain annual Munis absence and employee profiles
  • Maintains all attendance records and year end reporting
  • Maintains Attendance records for Workers Compensation Claims/Leaves
General:
  • Distributes pertinent information and updates in all aspects of job as available. Maintains accurate records and files
  • Possesses working knowledge of insurance and general accounting principles, medical and dental terminology, collective bargaining language and related governmental regulations
  • Ability to independently perform detailed work related to this position with accuracy
  • Good knowledge of office practices, procedures, equipment, including technology
  • Computer knowledge of data processing/data entry and proficient with Munis payroll, Excel, Word, Publisher and Power Point
  • Maintains good rapport and working relationships with other employees, insurance carriers, and the public
  • Perform invoice billing for Police Special Duty and false fire and burglary alarms.
Minimum Qualifications:
Knowledge, Skill and Ability:
  • Knowledge of State and Federal Laws as they affect payroll and the duties involved.
  • Ability to multi-task during high volume time with multiple interruptions.
  • Strong attention to detail and maintains complete and accurate detailed records.
  • Must be computer literate and have Munis Payroll experience.
  • Ability to establish effective working relationships with colleagues and to legal interpretations to office-related matters.
Experience and Training:
  • Four-year degree from an accredited college or university preferred.
  • Four years of experience in a responsible administrative position in a municipal payroll department.
  • Any equivalent combination of education and experience may be considered.
