(NEBA) is a full service, licensed Third Party Administrator providing benefit administration services to health, retirement and other benefit plans. We are seeking a detail-oriented and experienced Payroll Specialist III to join our team. The ideal candidate will be responsible for overseeing quality control, authoring and maintaining standard operating procedures, managing ACH fraud prevention, and serving as a stabilizing and collaborative resource for the team. This role operates with a high degree of independence and contributes to continuous improvement across all pension payment processes. Duties/Responsibilities To be successful in this role, an individual must be able to perform in a satisfactory manner the functions listed below. Daily functions included but not limited to: Configure new retirees and beneficiaries in benefits software; serve as escalation point for complex or unusual configurations. Update monthly benefits to include tax withholdings and/or direct deposit; review work of other processors as part of QC oversight. Process ACH returns and replacement benefit payments, including the most complex scenarios. Work with bookkeepers and bereavement coordinator regarding uncashed checks; investigate and resolve uncashed and lost checks. Void and reissue checks; identify systemic patterns and recommend corrective action. Update BASYS as needed to correct payments for 1099-Rs. Monthly functions included but not limited to: Oversee and execute monthly benefit cycle, to include: Pre-check registers Secure confirmation of monthly funding Print check request Create ACH files Prepare check counts for billing Process monthly insurance payments from retirement benefit Prepare Federal and State tax payment worksheet for 1099-R year end balancing
Quality Control & Process Oversight:
Create and oversee the QC system for all pension processors in order to minimize errors and ensure payment accuracy. Author and maintain the SOPs for monthly benefit cycles, ACH returns, and 1099-R processes; update as regulations, software, or procedures change. Oversee the ACH fraud prevention program, monitoring for suspicious activity and coordinating response as needed. Identify opportunities for increased efficiency and automation; bring recommendations to the Manager with supporting documentation.Team Leadership & Development:
Serve as primary mentor and resource for Pension Payroll Specialist I and II staff. Acts as a stabilizing presence within the team, redirecting the team toward productive problem-solving and investigative resolutions. Willing to collaborate with team members and help to create a supportive environment. Able to receive feedback and integrate it into processes for improvement. Other Functions Performs other administrative duties as assigned. Work with Accounting Department for annual reconciliations and tax preparation. Represent the department in cross-functional initiatives and support special projects as assigned. Education and/or Experience To perform this job successfully, an individual must have the following education and/or experience. Associate's degree required (Business Administration or similar field); further business-related education is a strong plus. Minimum 3-5 years of experience in pension payroll, benefits administration, or related field. Proficiency in Microsoft Office Suite. Demonstrated experience working in retirement benefit administration. Experience working with Bridgeway Benefit Technologies (BASYS) or similar software preferred.
