Summary Industrial Builders is seeking a Payroll & Compliance Specialist to manage weekly payroll operations across multiple states while ensuring strict compliance with union agreements, certified payroll requirements, prevailing wage laws, and federal regulations including IRA compliance. This role is responsible for ensuring payroll is processed accurately and on time each week, without exception. This position operates within a defined structure under Human Resources. The role is responsible for executing established payroll and compliance processes and does not include authority to modify policies, procedures, classifications, pay structures, or compliance approaches without formal approval.
Responsibilities:
Process weekly payroll using Paychex Flex for a multi-state workforce Accurately calculate hours, overtime, double-time, deductions, taxes, and benefits Maintain payroll records with a high degree of accuracy and confidentiality Manage direct deposits, garnishments, and benefit deductions Prepare and submit certified payroll reports accurately and on time Ensure compliance with prevailing wage laws, including proper classifications and fringe allocations Utilize and maintain LCPtracker and related reporting systems Process union payroll requirements, including dues, fringes, and reporting Support IRA compliance tracking and reporting as required Work in coordination with HR regarding employee classifications, onboarding, and compliance documentation Coordinate with project teams to verify hours, classifications, and job allocations Respond to payroll-related inquiries and resolve discrepancies within established processes Maintain payroll records in accordance with legal and contractual requirements Support internal and external audits through accurate documentation Identify discrepancies and escalate issues for resolution
Qualifications:
Required Qualifications 5+ years of payroll experience, preferably in construction or multi-state environments Demonstrated experience with: Certified payroll Prevailing wage requirements Union payroll administration Experience with LCPtracker or similar systems Proficiency with payroll systems (Paychex Flex preferred) Strong understanding of payroll tax and labor compliance requirements High level of accuracy, organization, and attention to detail Preferred Qualifications Certified Payroll Professional (CPP) Experience with IRA compliance requirements Experience supporting apprenticeship programs Work Environment The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
