General Definition of Work The Payroll & Benefits Coordinator performs complex administrative and technical work overseeing and executing payroll and employee benefit functions for the city. This position is responsible for ensuring accurate and timely payroll processing, benefits administration, and compliance with applicable federal, state, and local laws. The role requires a high level of confidentiality, attention to detail, and knowledge of payroll systems and benefit regulations. Work is performed under the supervision of the Assistant City Administrator. Prepares, reviews, and processes bi-weekly payroll for all city employees, Mayor and board. Maintains and audits payroll records for accuracy and compliance. Ensures proper calculation of wages, overtime, deductions, and withholdings. Coordinates payroll adjustments, retroactive pay, and final checks. Responds to inquiries regarding payroll discrepancies and provides timely resolutions. Prepares and submits required payroll reports, including retirement contributions, taxes, and wage reports. Coordinates the administration of employee benefits including health, dental, vision, life insurance, long-term disability, COBRA, and retirement plans. Acts as primary contact for benefit vendors and third-party administrators. Assist employees with benefits enrollments, changes, and questions, if needed. Ensures accurate payroll deductions. Assists with annual audits including payroll, and retirement. Processes payables relating to benefits. Coordinates Open Enrollment and the City's Health Fair. Assists Human Resources with onboarding and offboarding tasks related to compensation and benefits. Educates employee, managers, and supervisors on benefits and payroll processes. All other duties as assigned. Minimum Qualifications High School diploma or GED and three to five years of experience in processing payroll, benefit administration and administration enrollment, customer service, computer programs and spreadsheets, or equivalent combination of education and experience. Special Qualifications May require possession of, or ability to obtain, specific licenses and/or certifications depending on departmental assignment. Must meet and maintain all training and education requirements for position. High attention to detail and strong analytical skills. Strong interpersonal and communication skills.
