Downtown•St. Louis, MO Incumbents in this position process bi-weekly payroll and act as a coordinator for all employee payroll activity as well as advise payroll personnel in other departments on payroll rules and regulations and maintain personnel records.Essential Functions and Responsibilities:
Performs complex payroll duties and coordinates payroll activity for City-wide departments. Responsible for processing bi-weekly payroll information and advising payroll clerks on payroll rules and regulations, providing guidance and instruction on all payroll activities. Retrieves and verifies payroll information from City wide departments and inputs data into system. This includes Status forms, New Employee forms, Adjustment to Pay forms, Supplementals, Time Adjustment forms and On Call payments, Commuting Allowance, Payroll Corrections, Deferred Compensation changes and loan set-up, Direct Deposit set-up, Flat Rate payments and garnishments, union and charity deductions, Imputed Value, parking, labor distribution, and Workers' Compensation. Verifies calculations on source documents prior to data entry; analyzes data by reviewing, classifying and prioritizing. Performs calculations to verify and balance payroll; calculates and prepares manual checks, voids and reissues. Prepares letters, spreadsheets and reimbursement bills for various City departments and unions concerning salaries, taxes, employee benefits and pensions. Provides daily assistance to City wide payroll personnel, such as completing payroll forms and answering questions concerning payroll rules and regulations. Prepares and updates correspondence to departments/divisions notifying them of payroll calendar due dates, holidays, etc. Works closely with Equifax concerning unemployment issues. Performs other duties as assigned.Knowledge, Skills, and Abilities:

Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.Human Interaction:
Requires the ability to provide guidance, assistance and/or interpretation to others, such as city employees, and subordinate staff, on how to apply policies, procedures and standards to specific situations.Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, calculator, fax machine and/or materials used in performing essential functions.Verbal Aptitude:
Requires the ability to utilize a variety of advisory data and information such as employee status forms, workers compensation documents, W-2 reports, pay regulations, guidelines and non-routine correspondence.Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals.Functional Reasoning:
Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.Physical Requirements:
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as office supplies. Tasks may involve extended periods of time at a keyboard or workstation.Sensory Requirements:
Requires the ability to recognize and identify individual characteristics of shapes and sounds associated with job-related objects, materials and tasks, such as working with a computer. Qualifications Two years of clerical experience that includes preparation and processing of payroll. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
