Job Summary:
The Payroll Specialist ("Specialist") performs all payroll processing and related activities. The Specialist maintains a current working knowledge of payroll processing including associated activities, analysis and functions. They provide support to managers and staff on related inquiries, requests and policies. The Specialist also maintains appropriate records in accordance with applicable laws, regulations and practices. They also support other functions and team members in the HR department.

Essential Functions:
Perform all associated payroll activities and operations, including regular payroll processing, pre- and post-payroll functions, timecard review, reporting and recordkeeping; Ensure appropriate level of privacy and confidentiality during all activities, processing, recordkeeping and related communications, regardless of channel; Maintain competency, knowledge and awareness of applicable laws, regulations and related payroll practices to ensure CLP compliance and consistency with such items; Participate in payroll, benefits and HR audits to prepare, review and translate information and records; Communicate effectively with staff, managers and departments system-wide to ensure understanding and resolution of related issues and address inquiries; Work with outside vendors, unions, municipalities and other external organizations as needed to provide required information, respond to requests, garnishments, reporting, etc.; Perform various Payroll/HR/Finance related activities including monthly reconciliations and similar items; Collaborate with Finance department to ensure related information is current and accurate; Perform appropriate distribution or communication of payroll statistics, records and associated documents as necessary; Generate standard reports and develops ad-hoc reports as necessary or requested; Provide support to other functions within the HR department, including Benefits and administrative tasks; Cooperate as a member of the HR team to provide seamless customer service, including guidance and interpretation to CLP staff on various payroll or related issues; Perform other duties, activities and department functions as assigned.
Competencies and Qualifications:
Ability to work professionally, cooperatively and effectively with internal and external customers; Effective interpersonal communication and customer service skills, both written and verbal; Ability to accurately enter and review various forms of data; Ability to communicate effectively and professionally in all forms, oral and in written; Must maintain discretion and confidentiality in all appropriate situations; Must maintain reliable and predictable attendance; meet schedules and timelines; Solid organizational, analytical/audit, problem-solving and interpersonal skills; Knowledge of relevant payroll and human resources policies, practices and principles; Ability to work independently and effectively with all levels of the organization; Extraordinary attention to detail and problem-solving abilities; Solid customer service and interpersonal skills, including verbal and written communications Ability to develop advanced knowledge of CLP policies and practices, and communicate those policies as applicable; Intermediate Excel skills, including pivot tables, VLOOKUP/XLOOKUP, and formulas for data review and reconciliation; proficiency with Microsoft Office Suite (Word, Outlook); Experience with Paycor or other HRIS/payroll software applications preferred;
Education and Experience:
Associate's degree in accounting, finance, business or related field; Two years of successful payroll processing experience with HRIS systems and related administration; Experience in a similar payroll environment and organization preferred.
Physical and Environmental Conditions:
Work requires no unusual demand for physical exertion, although must have the ability to work with a computer for the entirety of a work shift and related efforts that entails. Human Resources and Payroll environment and related work may involve stressful situations, issues and deadlines. Work environment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices, libraries, or meeting rooms, e.g., use of safe workplace practices with office equipment, and/or avoidance of trips and falls.
