Since its creation in 1996, OCFO's mission is to ensure the financial integrity and long-term fiscal health of the District. OCFO accomplishes this mission by ensuring balanced budgets, unqualified or "clean" audit opinions, and access to quality credit markets with high and improving bond ratings. OCFO's operational responsibilities include forecasting the District's revenues and financial condition, developing and managing the District's budget, administering the District's taxes, and executing and recording the District's financial transactions. In addition, OCFO administers the District's lottery and gaming programs, and oversees the finances of the University of the District of Columbia and the Washington Convention and Sports Authority (Events DC). We are in search of a Special Payroll Analyst (Special Pay Analyst). This position is located in the Office of the Chief Financial Officer (OCFO), Office of Financial and Operations Systems (OFOS), Office of Pay and Retirement Services (OPRS). The incumbent is responsible for providing special payment support to OPRS, District of Columbia Human Resources (DCHR), OCFO, and other District agencies for all items not associated with the regular payroll processing. Additional duties include, but are not limited to: Payroll and Support Analyzing, researching and processing retro-active payments, miscellaneous collections, shelter annuity refunds; severance payments and other special pay transactions. Researching, reviewing and analyzing back pay settlement agreements to ensure proper payment to employees. Serving as subject matter expert on the resolution of difficult and complex special payment issues. Responding to inquiries from customers and resolving daily requests/concerns. Administrative Duties Performs other related duties as assigned.
Minimum Qualifications:
Two (2) years of progressive experience performing related duties and responsibilities such as: processing payroll using an automated software system; researching, reviewing, analyzing, and auditing pay transactions; creating journal entries; preparing direct deposit returns; and providing customer service support to end users. Incumbent must have experience working with PeopleSoft HCM or similar automated payroll/human capital system and have the ability to apply and interpret policy.
