If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment. As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment. Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment. Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing. The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Responsible for overall management and administration of the City's payroll function. Develops and maintains payroll policies and procedures. Interprets for employee's payroll policies, government regulations as they related to the payroll processing function. Maintains payroll parameters as required by automated system including pay table, benefit rates, leave rates, pay frequency, pay exclusions, pay calculations and adding or deleting codes. Primary contact with outside automated payroll processing company for problem solving and error correction. Maintains awareness of collective bargaining contracts as they relate to Payroll and makes certain payroll checks conform to provision of the contract. Prepares the payroll budget and coordinates with budget Office and other departments preparation of the annual budget. Responsible for preparation, generation, and distribution of bi-weekly and monthly payrolls. Trains payroll clerks throughout the City involved in preparing the payroll and monitors their compliance with policies and procedures. Reviews payroll input and verify authenticity of output for biweekly and monthly payroll. Ensures timely and accurate distribution of payroll checks and is accountable for unclaimed checks. Reviews and approves payroll adjustments for leave accruals, hours worked, retroactive pay and other related payroll corrections. Responsible for compliance with local, state and federal rules and regulations as it relates to application of wage and hour policies. Prepares reports required by IRS and other governments as necessary including quarterly reports, W-2 forms and 1099 forms. Works with accounting sections to reconcile annual IRS reporting. Responsible for preparing necessary documentation to issue checks to third parties for child support, educational loans, credit union payments, union dues, and other authorized payroll deductions that required distribution of an account's payable checks. Maintains appropriate reports and balance sheets of payments to third parties as a result of payroll deductions. Responsible for maintaining payroll parameters including new wage rates, retroactive pays, benefit rate changes and adding/deleting payroll codes. Physical Effort Requirements Position will have the following exposures Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards. Regional travel Frequently Local travel Minimum Qualifications Required Education and Experience Bachelor's Degree from an accredited• college or university in Accounting, Business Administration, or related field. At least five (5) years of experience in an accounting environment or in a related field and two (2) years supervisory experience, preferably in the payroll area. •Council of Higher Education Accreditation (C.H.E.A.)
