Job Description
•Please note - This position is expected to be in-person at our St. George, UT office• BODEC, Inc., a leading EPC and electrical construction firm, is seeking a dedicated and detail-oriented HR Payroll Specialist to join our HR team in St. George, Utah. This is an in-person position focused heavily on payroll administration, certified payroll reporting, and compliance within the construction and manufacturing industries. The individual will also have some HR responsibilities. The ideal candidate will play a critical role in supporting field and office operations while ensuring payroll accuracy, regulatory compliance, and a seamless employee experience across the organization.
Key Responsibilities:
Payroll Administration & Compliance Process weekly payroll for field and office employees using PayChex. Manage certified payroll reporting requirements across public works and prevailing wage projects. Ensure compliance with Inflation Reduction Act (IRA) labor requirements, including prevailing wage and apprenticeship tracking. Maintain accurate payroll records, PTO accruals, deductions, garnishments, and employee classifications. Reconcile payroll data between software systems including PayChex and Procore. Assist with payroll audits and respond to payroll-related inquiries. Track and maintain apprentice ratios and documentation required for DOL Registered Apprentice Program compliance. Employee Onboarding & HR Administration Obtain hiring authorization and distribute new hire packets. Coordinate background checks, E-Verify, drug screens, and MVR requirements with EH&S. Verify licenses, certifications, education, and hours worked. Set up employee profiles in PayChex, Fulcrum, and Procore. Conduct new hire orientations and assist employees with onboarding documentation. Benefits Administration Enroll and terminate employees in insurance carrier systems. Verify and reconcile monthly insurance invoices. Coordinate annual open enrollment meetings and employee communications. Ensure COBRA notifications are processed and documented appropriately. Employee Support & Documentation Track employee evaluations, promotions, and title updates across company systems. Maintain employee files, training records, licensing documentation, and compliance records. Document disciplinary actions and assist with HR reporting and policy administration. Qualifications Bachelor's degree required, preferably in Human Resources, Business Administration, Accounting, or a related field. Minimum 3+ years of payroll and HR experience, preferably within the construction industry. Experience processing certified payroll and working with prevailing wage projects required. Familiarity with Inflation Reduction Act (IRA) compliance and apprenticeship requirements strongly preferred. Proficiency in PayChex and Procore preferred. Strong understanding of payroll processes, labor compliance, and employee record management. Excellent mathematical, organizational, communication, and problem-solving skills. Ability to manage sensitive information with professionalism and confidentiality. Detail-oriented with the ability to prioritize and manage multiple responsibilities.
