Undisclosed, Under the general supervision of the Divisional Accounting Manager, the Payroll Administrator is responsible for the administration of the payroll function for the Potomac Division. The Potomac Division is comprised of Maryland, Virginia, West Virginia and Washington, DC and includes 56 Commands/Corps operations. The incumbent performs and oversees all activities necessary to process for both officer and employee payrolls. He/she process the bi-weekly payroll for approximately 150 Officers, 900 regular and 600 seasonal employees. He/she performs and oversees all activities necessary to process employee payrolls, including maintaining related records, filing tax reports, reconciling and invoicing benefit deductions, processing involuntary deductions such as garnishments, preparing accounting transactions and documents, documenting and updating payroll procedures, and preparing special reports for management. The incumbent directly and in coordination with Human Resources reviews the new hires, terminations and status changes to ensure all employees are accurately compensated. He/she prepares, documents, disburses all payroll funds, whether by check, direct deposit, or payroll debit card and reconciles employee and employer taxes and benefits retirement contributions, as well as other benefits provided by organization.
Key Responsibilities:
Manages and oversees payroll processing, payroll records and payroll data for associate and officer company codes. Reviews and verifies wages computed by using audit reports and correct errors prior to processing payroll to ensure accuracy of payroll. Reviews payroll activities, processes and systems to maximize efficiency and improve performance on an ongoing basis. Establishes and modifies as required, employees set up on direct deposit and payroll debit card service through payroll provider. Reconciles all payroll related accounts to the general ledger. Prepare (or reviews and maintains when prepared by payroll provider) the quarterly taxes according to the quarterly 941 filing requirements. Compute wage and overtime payments, calculating and recording payroll deductions for the processing of manual checks. Maintains related records recording the accumulation and use of vacations, holidays, sick days, and miscellaneous leaves of absence to include FML.
Physical Requirements and Working Conditions:
Ability to meet attendance requirements. Ability to read, write, and communicate the English language. Ability to travel to various locations in order to provide training. Ability to exert up to twenty-five pounds of force occasionally and/or frequently to lift, carry, push, pull or otherwise move objects. Ability to lift no more than forty pounds independently. Work is occasionally performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.

Associates Degree in a Business Administration or Accounting, AND Three years of payroll experience using an ADP product or Ceridian Dayforce HCM; relies on experience and judgment to resolve a variety of complex payroll challenges. Knowledge of a variety of payroll and HR concepts, practices, and procedures.; OR Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
