We are a fast-growing Southern California technology innovator that solves tough, mission-critical challenges for our customers in the aerospace, defense, and commercial markets. We design, develop, and manufacture advanced products for ground, maritime, and airborne applications. We are seeking a Pricing & Contracts Manager to perform proposal pricing, contract and subcontracts management, with responsibility for pricing proposals requiring certified cost or pricing data ($10M+), and for negotiating and administering development and production contracts (typically CPFF and FFP).
Responsibilities:
Develop estimates and prices for development and production proposals using PROPRICER, including preparation of certified cost or pricing data packages (SF 1411/Table 15-2) for proposals subject to the Truthful Cost or Pricing Data statute (TINA) in alignment with customer requirements and strategic objectives. During proposal development, drive enhancements to the standard work breakdown structure to ensure costs are captured with necessary granularity for performance management. Perform cost analysis, trend analysis, and what-if modeling to balance estimated price with market competitiveness. Mange division contracts as assigned. Familiarity with and ability to negotiate
FAR/DFARS
clauses (including FAR Part 15 cost & pricing, FAR 52.232-16 progress payments, FAR 52.249 termination clauses). You will also evaluate organizational conflict of interest (OCI) issues and develop risk mitigation plans. Prepare and negotiate non-disclosure agreements, teaming agreements, development and production contracts, and lead complex negotiations with internal and external customers. Manage the contract change control process as required. Administer CPFF, FFP, and other contracts post-award, including writing limitation of funds/cost notifications, and managing contract closeout. Perform subcontractor price and cost analysis, prepare consent-to-subcontract packages, and flow down applicable
FAR/DFARS
clauses to subcontractors and consultants. Maintain compliance with the company's DCAA/DCMA-approved accounting system and applicable Cost Accounting Standards (CAS); support DCAA pre-award and forward-pricing audits. Interact with General Managers, Business Development staff, and engineering personnel to facilitate business transactions, improve P-wins and mitigate company risk. Requirements:
Bachelor's degree in Business Administration, Management, Finance, Math, or a related field. 8+ years of experience in estimating, pricing, and contract administration within a high-tech or complex manufacturing environment. Knowledge of
FAR/DFARS
(particularly FAR Part 15 and the Truthful Cost or Pricing Data statute), demonstrated experience preparing and defending certified cost or pricing data submissions. Proficiency with
PROPRICER
(or similar tools) and Deltek Costpoint. Demonstrated ability to build consensus for continuous improvement and create innovative industry solutions to complex issues. Exceptional collaboration and interpersonal skills with a strong customer service focus. U.S. Citizenship is required . Must be willing and able to obtain a Security Clearance or have active Secret Security Clearance. Professional certifications such as NCMA CPCM or CFCM are a plus

Pay Range:
$120-170k (Base salary for this position will vary based on your skills, qualifications, and experience)
