Application TipsJOB SUMMARY
Perform senior level technical functions in the appraisal, analysis, and verification of commercial, business, residential, and personal property for the Pinal County Assessor's Office and research, evaluate, and verify market value for complex and unusual property appraisals under basic supervision. Provide customer service, respond to inquiries from property owners and the general public regarding property appraisal process, values established, and laws governing the valuation of property and perform duties within the scope of authority and training and in compliance with County policies. Research, analyze, and verify the accuracy of technical documentation for appraisals and appeals and compile, validate, and present research information and resulting conclusions. Review and process complex technical documents, which describe real property, boundaries, attributes, and ownership, including business assets and affidavits of affixture for mobile homes and generate reports as required. Research licensing reports and conduct searches for business openings and closures and update database. Conduct on-site inspections of various types of property including new and existing residential property and structures, mobile homes, and agricultural, business, and commercial property and land. Interpret and apply statutes, DOR guidelines, and standard appraisal procedures to determine fair market value for residential, commercial, and personal property. Develop fair and equitable assessment of residential, commercial, industrial, and personal property located within the County for ad valorem tax purposes using cost, market, and income approaches to value.. Determine type, quality, and condition of property and verify and document property characteristics. Provide technical and/or functional supervision of new or less experienced Appraiser.. Select the appropriate guidelines in applying general policy and procedures. Process data collected and enter information into specialized software application databases. Initiate and process tax roll corrections. Review technical documents and other records to evaluate data quality and accuracy. Review research findings on appeal cases with County staff and attorneys before court sessions, hearings, depositions, and conferences, assist in developing defense and negotiation strategies, and assure action items are completed. Defend appraisal work to property owners, tax representatives, attorneys, accountants, the Department of Revenue, Board of Equalization, Arizona Tax Court, and other jurisdictions and review and process petitions as required. Maintain absolute confidentiality of work-related issues, customer records and restricted County information. Perform other related duties as required.POSITION SPECIFIC DUTIES
Defend property values and classifications through the administrative review process. High school diploma or GED equivalent. Two (2) years of Arizona property appraisal experience. Appraiser Level 2 certification from Arizona Department of Revenue (DOR) at time of hire. Arizona residents must have a valid Arizona Driver's License upon hire; newly established Arizona Residents must have one within 30 days of hire. Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements. Knowledge of state laws governing the appraisal function, including Arizona Department of Revenue regulations, agricultural laws, and Arizona Corporation Commission statutes. Knowledge of procedures and standards governing the appraisal of property, including statutory deadlines and appeals procedures. Knowledge of geography, roads, and landmarks of County and surrounding areas. Knowledge of principles of record keeping and records management. Skill in interpreting and applying laws, regulations, codes, and ordinances. Skill in compiling, researching, and analyzing property data. Ability to prepare and maintain accurate appraisal records. Skill in using office productivity software. Skill in using specialized computer software applications, including CAMA (Computer Aided Mass Appraisal), GIS (Geographic Information System), OnBase (Document Management), APEX, Eagleview (Pictometry) and other proprietary systems. Ability to perform accurate data entry and mathematical calculations. Ability to provide effective customer service and deal tactfully and courteously with the public.PHYSICAL DEMANDS
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to balance, climb, finger, walk, perform repetitive motion, operate motor vehicles, hear, speak, and demonstrate mental and visual acuity.WORK ENVIRONMENT
Work is performed in an indoor and outdoor work environment that may periodically have unpredicted requirements or demands.
