Location:
St. Louis, MO A "Personal Property Specialist" (PPS) from the International Association of Assessing Officers (IAAO) will be appointed at the recruitment rate of $37,232 annually. A monthly mileage allowance of $297.00 will be paid for appraisal field work. Incumbents in this position are responsible for determining personal property values for commercial and industrial properties for tax assessments. Incumbents must provide their own transportation.
Essential Functions and Responsibilities:
  • Audits personal property tax returns filed by commercial/industrial establishments to assure proper completion.
  • Appraises equipment and inventory value.
  • Applies depreciation to ensure appropriate assessment at fair market value.
  • Compares businesses to determine assessment for corporate non-filers.
  • Identifies and analyzes business reporting discrepancies and refers account to the Board of Equalization.
  • Prepares corporate personal property audit reports for Board of Equalization hearings.
  • Recommends bill adjustments, cancellations and amendments to management.
  • Assists taxpayers, business representatives and the public with personal property taxation matters or refers to appropriate person or agency.
  • Identifies new, relocated and closed businesses.
  • Updates and maintains account records.
  • Appears before the Board of Equalization or State Tax Commission to defend assessments.
  • Performs other duties as assigned.
Knowledge, Skills, and Abilities:
    Data Utilization:
    Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
      Human Interaction:
      Requires the ability to explain, demonstrate and clarify to taxpayers, business/tax representatives, accountants and the public within well-established policies, procedures and standards. Ability to follow specific instructions and respond to simple requests from supervisors.
        Equipment, Machinery, Tools and Materials Use:
        Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, calculator, microfiche reader, computer terminal, printer, photocopier, telephone, fax machine and/or materials used in performing essential functions.
          Verbal Aptitude:
          Requires the ability to utilize a variety of advisory data and information such as property tax return, ledgers, depreciation schedules, bill of sale, tax receipts, tax returns, ownership titles, audit reports, property tax forms, IRS publications, appraisal manuals, statutes, procedures, guidelines and non-routine correspondence.
            Mathematical Aptitude:
            Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals.
              Functional Reasoning:
              Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective.
                Situational Reasoning:
                Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
                  Environmental Factors:
                  Tasks may risk exposure to adverse environmental conditions, such as temperature extremes, machinery, traffic hazards and potential violence.
                    Physical Requirements:
                    Requires the ability to lift files/papers weighing up to twenty (20) pounds. Requires the ability to stoop, bend, twist, climb stairs and stand to perform site audits.
                      Sensory Requirements:
                      Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks to perform field audits and communicate with others. Ability to sustain prolonged visual concentration. Qualifications Successful completion of six college semester hours in Accounting; OR a high school diploma or General Educational Development (G.E.D.) certificate and three years of advanced clerical experience performing bookkeeping or tax-related work. OR an equivalent combination of education, training and experience.
                      License:
                      Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
