Job Description

The State Assessed Property Bureau of the Property Tax Division is responsible for the annual valuation assessment of certain non-residential properties throughout the state for ad valorem tax purposes. These real and personal properties are generally complex and difficult to appraise by nature and are not within the scope of responsibility/authority allocated to NM County Assessors for local valuation assessment. The Bureau distributes its assessments to the assessors for integration with each county's annual tax roll, then must compile and certify the property tax base of all thirty-three (33) counties to the NM Department of Finance and Administration (DFA) for the determination of property tax rates. These compilations are also certified to the NM Higher Education Department (HED) as well as the NM Public Education Department (PED) for budget making purposes. The combined state and county assessments are subsequently forwarded to NM County Treasurers for billing and collection of property tax dollars. How does it get done? This position will be responsible for: Executing valuation assessment of state assessed properties by conducting advanced desk audits of property tax returns rendered by property owners in the Bureau's e-file portal. In accordance with applicable statutes, regulations, and departmental policies, this position will thoroughly review a minimum of one-hundred sixty (160) assigned returns in twenty-eight (28) industries within a compressed statutory time frame of two (2) months. This position will analyze and resolve the more complex problems of property valuation assessment. This position will execute the certification of each county's property tax base by collaborating with each assigned county assessor to review and verify the accuracy of assessment data submitted by this position to the assessor and the data returned by the assessor to this position which includes the combined state and county assessment totals. This position will be assigned a minimum of eight (8) larger and more intricate counties and must manually input and analyze this data for each utilizing custom workbooks to ensure discrepancies made by either authority are corrected and the combined assessments balance. Process must be completed within a compressed statutory time frame of two (2) months. This position will have more comprehensive knowledge of the Property Tax Code and will assist property owners/taxpayers, authorized agents, assessors and their staff, and others involved in the administration and collection of the NM property tax with more challenging questions and inquiries and will work to resolve more complicated issues. This position will work non-compliant accounts, prepare and present trainings to assessors and their staff for both the Certification and Abstract processes, manage the Bureau's general email account, update and distribute the Business Personal Property Manual, maintain the Bureau's web page, conduct extensive research, and assist Supervisor, Bureau Chief, and other employees of the Division when necessary. The customers include taxpayers and owners of real and personal property doing business in New Mexico and their authorized agents; including NM County Assessors and their staff, and other NM state government agencies involved in the administration and collection of the NM property tax. Minimum Qualification Bachelor's Degree in Business or Public Administration and one (1) year of experience in real estate, appraisals, real estate appraisals, accounting, auditing, finance, and/or collections. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results. Working Conditions Office setting with extended periods of sitting and regular/prolonged use of electronic screens. Must be able to lift 25lbs.
