The Facilities Analyst (FA) in the Real Estate Unit is responsible for licensing and leasing space (office, parking, storage, event etc.) consisting of less than 15,000 square feet per agreement, as well as assisting the Senior Facilities Analyst/s (SFA) with leases, property acquisitions, and dispositions to support the judiciary's real estate needs. The FA has the experience and ability to provide technical expertise in Real Estate related matters including obtaining and reviewing due diligence and other real estate related documentation, preparing ad-hoc reports for Management and running financial reports. This position also assists with policy and procedural documents. This position interfaces with JCC staff, judges, court executive officers, court staff, county administrative officers, county staff, real estate brokers, licensees, DOR staff, lessors, sellers, appraisers, surveyors, title officers, escrow officers, and members of the public. The Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council's staff organization seeks to continue to evolve as one of California's most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council's Hybrid Work Program, a prospective or current employee's primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities Licenses and Event License:

Responsible for ensuring all court third-party occupants are identified and licensed. License agreements are communicated AFA and terms are updated in CAFM. Conduct market surveys for new and amended license rents.

Leases:

Conduct market surveys for the location, evaluation and selection of leased space for courts or Judicial Council. Negotiate new lease agreements or renewals which are less than 15,000 square feet and nonpolitical.

Special Projects and Presentations:

Writes and reviews the RFP overview and scope of services and serve as team lead for title, appraisal, surveyor, and relocations services. Serves as primary point of contact and provide guidance to administrative staff and Associate Facilities Analysts on how to process title, surveyor, or appraisal orders, resolve issues, code and process invoices, run reports, check invoice status, file paperwork, and confirm receipt of appraisal, surveyor, or title work ordered. Transfer Agreements/Joint Occupancy Agreements:

Verifies court space, county space, common space, parking and all court occupants for Facility Ops Staff.

Delayed Transfer of Title:

Examines property records and title reports including review of exception documents for easements and encumbrances.

Real Property Disposition:

Communicate and coordinate with local court the vacation date of court facilities.

Real Property Acquisition:

Conducts market surveys for the location, evaluation and selection of sites to acquire property. Qualifications

EDUCATION AND EXPERIENCE

Bachelor's degree and three (3) years of professional experience providing analytical and technical support to facilities management. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. OR Master's degree in a directly related field such as architecture, civil engineering, or construction or building management. OR Two (2) years as an Associate Facilities Analyst in the assigned field with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Facilities Analyst in a California superior court or California state-level government entity.
