Education and Experience:
Bachelor's Degree or higher in Risk Management, Finance, Accounting, Business, Information Systems, Public Administration, or a related field, and four (4) years of professional risk management experience, including two (2) years in a lead or supervisory capacity.
Licenses and Certifications:
Valid Texas Class "C" Driver's License or equivalent from another state by the date of appointment. General Purpose Under general supervision, pivotal role in leading and supporting comprehensive review of the organization's operational risk register, working closely with stakeholders across multiple departments. Typical Duties Coordinate and review the City's Enterprise Risk Management programs.
Involves:
Reviewing and developing risk registers, including controls, mitigations, and residual risk ratings. Developing and embedding a consistent methodology for assessing and reviewing risk mitigations. Partnering with the business to ensure alignment with the Enterprise Risk Management framework and best practice standards. Providing practical guidance and coaching to stakeholders to strengthen risk awareness and ownership. Supporting continuous improvement of risk processes and documentation across the organization. Providing hands-on engagement across the organization to drive outcomes with tight timeframes. Assist in the administration of the City's self-insured property and casualty insurance programs.
Involves:
Conducting exposure and coverage analysis. Monitor claims, adjustments, and settlements, premium allocation, and loss control. Develop and maintain loss and exposure data for all property and identify liability risks. Monitor the collection of reimbursements for damages caused by third parties. Determine the allocation of insurance for risk exposures. Review insurance provisions/requirements in vendor agreements, contracts, subcontracts, and leases to ensure compliance with insurance and risk management programs. Negotiate renewal terms and conditions. Monitor the adjustment of liability, subrogation, and property loss issues. Analyze and review liability claims involving City employees, equipment, and property. Represent the department and provide technical guidance on assigned functions.
Involves:
Advising department heads and others regarding applicable rules, regulations, ordinances, state and federal laws, and professionally accepted practices and procedures. Review, research, and recommend innovations for existing or proposed plans, policies, and processes. Improve program effectiveness and service efficiency and implement approved changes in conjunction with other human resources divisions. Respond to information requests by participating in special studies and preparation of comprehensive analytical reports on complex general human resources management issues and assisting in document dissemination. Represent the City at various meetings and conferences. Conduct research and coordinate program planning and the development of informational materials. Prepare and deliver presentations. Attend, as requested, Civil Service Commission, City Council, professional association, and other meetings, as required. Supervise assigned personnel.
Involves:
Schedule, assign, instruct, guide, and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, disciplinary action, or other changes in employee status.
