Risk Manager

The City of Odessa is seeking an experienced Risk Manager to lead and oversee the City's risk management, safety, property, and liability programs. This role is responsible for protecting City assets, reducing risk exposure, and fostering a safe and compliant workplace for employees, visitors, and the community.

What You'll Do:

• Lead and manage the City's Risk Management Division, including safety, liability, property, insurance, and claims programs.
• Analyze risk and claims data to identify trends, control costs, and recommend risk financing, transfer, and loss-prevention strategies.
• Oversee workers' compensation, liability claims, investigations, and litigation coordination.
• Manage self-funded risk programs and insurance coverage to ensure regulatory compliance and cost effectiveness.
• Collaborate closely with HR and Benefits to ensure continuity and alignment across employee programs.
• Develop and implement safety and loss-control initiatives using industry best practices.
• Supervise, coach, and evaluate staff while ensuring high-quality service delivery.
• Prepare reports and present findings and recommendations to leadership and in public meetings.

What We're Looking For:

• Bachelor's degree in Public Administration, Business Administration, or a related field.
• At least three (3) years of experience managing government risk management and claims operations, including supervisory experience.
• Strong knowledge of risk management, insurance, workers' compensation, OSHA, tort claims, and public-sector regulations.
• Proven ability to analyze complex issues, manage multiple priorities, and lead teams effectively.
• Excellent written and verbal communication skills.
• CRM or ARM certification preferred.

Work Environment:

• Primarily office-based with regular attendance required.
• Must maintain a City-issued or City-approved cell phone.
