Job Description
GENERAL PURPOSE
Performs technical, administrative, and clerical work in the billing and coordination of utility and other public works services. Grade 7 SUPERVISION
RECEIVED
Works daily under the general supervision of the Water Office Supervisor. This position is being classified as a finance department position.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Receives telephone calls and citizen visits concerning utility billings or various other services; handles questions and matters of a more technical nature; responds to citizen complaints. Balance daily till and prepare daily bank deposit. Accept and process payments and fees in CASELLE and online. Process penalties for delinquent Utility accounts Prepare and mail delinquent notices Pursue collection of delinquent Utility accounts; including establishing and monitoring payment schedules and creating civil court summons for said collections Process work orders for utility disconnections, reconnections, new orders, and other public works service requests. Oversee accuracy of meter readings and direct rereading of meters when there are inconsistencies. Oversee billings for correctness and accuracy, recalculates any bills that have been issued improperly. Create and submit bill file to outsourced printers for mailing. File; Utility applications, terminations, and payment stubs; Civil court summons and dismissals; Service orders and Blue stakes Schedule monthly billing cycles via Microsoft Outlook Schedule deliveries, removals, exchanges, and repairs with Right Away Disposal (our third-party trash company) Perform other duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
High School diploma or GED, prefer AA in accounting or related field. Two-year experience working with customers while balancing multiple duties and responsibilities.
Necessary Knowledge, Skills and Abilities:
Working knowledge of computers and electronic data processing Working knowledge of modern office practices and procedures Working knowledge of governmental utility billing principles and practices Some knowledge of public works operations Ability to perform arithmetic computations accurately and quickly Ability to communicate effectively verbally and in writing Ability to establish successful positive working relationships Ability to work under pressure and/or frequent interruptions Ability to work with angry or difficult customers
