Job Description

Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:30 p.m.; full benefits This position reviews financial and legal instruments and property transfer documents recorded in Frederick County. Approves or rejects documentation and ensures documents comply with recordation laws. Supervision is received from the Treasury Manager and the Treasury Department Head. Please note that the upper pay range reflected in the job posting reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate. Frederick County offers an extensive compensation package to reflect how highly we value our employees. Review and analyze deeds and financial documents as presented in the Treasury Department Calculate the recordation tax due on all financial instruments being recorded as well as all property transfers Prepare mandatory tax status reports Interpret and explain tax property law Ensure all outstanding tax and other County charges are collected and paid before documents are processed Track property foreclosures to ensure they are processed by the court mandated timeline Calculate and process penalties relating to agricultural taxes Calculate payoff amounts for benefit assessment liens and communicate this information to all parties impacted by the payoff Calculate and recapture State Homeowner Tax Credits, County Tax Credits, Agricultural Tax Credits and/or exemption removals Receive and process payments of other revenues as necessary Assist customers via phone, email, postal mail and face to face with questions relating to recordation and payments made to the County Assist with daily record-keeping and reconciliation, including the balancing of cash drawers and the daily closeout Perform other duties as required To perform this job successfully, an employee must be able to perform all essential functions satisfactorily. Associate's degree in Accounting, Finance or legal field Minimum of 2 years of experience in accounting, budgeting, or financial operations Substitutions for the above-listed required education and experience are a Bachelor's Degree in Accounting, Finance or legal field
KNOWLEDGE, SKILLS AND ABILITIES
A successful incumbent operating in this role displays the following: Knowledge of Recordation Tax laws and Opinions from the Attorney General's office Knowledge of Maryland property tax law, Frederick County property tax law, and Municipal property tax law Knowledge of the recording process from origin to land records Basic knowledge of financial instruments and document types presented for recording Knowledge of updates from the Attorney General's office on any changes in recordation tax law and/or procedure Knowledge of upcoming recordation tax law changes and subsequent process impacts Strong and effective spoken and written English communication skills Ability to adapt to new/changing laws and/or interpretations of laws Ability to review recordation laws, affidavits and documentation Ability to verify balances owed and collect upon those balances Strong and effective spoken and written English communication skills
PREFERENCE MAY BE GIVEN FOR
Work experience using the MUNIS property tax system Work experience using the Simplifile E-Recording system Work experience using the State Department of Assessments and Taxation's online database. Work experience in real estate, specifically in land records and/or the title industry
PHYSICAL REQUIREMENT AND WORKING CONDITIONS
While working in this position, the employee is constantly sitting, reaching and performing repetitive motions; frequently walking/moving and lifting up to 20 pounds While working in this position, the employee is constantly working indoors and frequently working in a noisy environments. Available for varied working hours when needed for evening meetings and other departmental priorities
