1640 S. Kingshighway St. Louis, MO Incumbents supervise billing and collection of monies due for city-provided services in the Water Division.Essential Functions and Responsibilities:
- Responsible for the accurate and timely quarterly billing of over 12,700 water metered accounts (over 16,000 meters).
- Provides clarification, direction and training on meter billing to 3 Account Clerks (billers) who are under this position's direct supervision and work alongside them to process the metered customers' bills.
- Collaborates with Water Meter Worker Supervisors to keep them informed of incorrect reads, reading of wrong meters or addresses and other issues related to meter reads which affect billing. Keep Water Meter Worker Supervisors informed on the billing progress and inform them of what reads need to be prioritized.
- Works with supplier in meter replacement program installing new meters and cellular endpoints. This requires constant contact with the crew and answering questions during and after work hours. This also includes working with Meter & Tap to determine correct meter sizes to order for the meter retrofit/replacement program.
- Monitors meters with cellular endpoints in the Beacon reading system for issues such as backflow, leak, tampers and notify Meter & Tap or contractor to have the issue resolved.
- Provides customer support for businesses and residents who have cellular endpoints mounted on their meters and analyze the daily usage to make sure leaks are not detected after repairs have been made or just to verify usage has gone down before the next billing cycle.
- Plans, organizes and directs the employees that policies and procedures are followed to ensure accurate and timely billing.
- Reviews and analyzes billing adjustments made by billers.
- Determines leak adjustment eligibility, calculate leak adjustment and apply to account.
- Performs a monthly audit of accounts by cycle to verify the reads that are being billed are correct or if the customer is being over or under billed.
- Works with different sections of the Water Division to identify and relay issues with meters and which issues need to take priority over others.
- Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit's work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines.
- Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; and identify work-related problems, problem characteristics, impact and formulate possible solutions.
- Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to determine for recommendation to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions.
- Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards.
