Job Description

This position reports directly to the Chief Deputy Treasurer and deals extensively with the public both face-to-face and by telephone. Work is heavily focused on collections activities and high-volume customer service, supported by payment processing and DMV transactions, all performed in an automated, busy, and fast-paced work environment. Working with the Collection Specialist to bring delinquent accounts current, with a primary focus on personal property tax collections. Maintaining the collection portion of the personal property annual timeline, ensuring all tasks are completed accurately and on schedule, and ensuring all staff follow the established timeline without deviation. Performing skip trace research using Clear, VEC, SCC and social media to verify customer information, support collections activity, and assist with account resolution. Researching and preparing boot seizure paperwork, including verification of delinquency, vehicle identification, and documentation required for enforcement. Creating targeted neighborhood lists for the Tax Compliance Officer to support field operations and compliance initiatives. This requires downloading and analyzing data from the Decal Tracking System. Create and submit boot seizure activity reports to the Treasurer. Meet with Treasurer and Tax Compliance Officer to review reports and discuss progress. Negotiating, monitoring, and maintaining payment plans, including proactive follow-up with taxpayers who fail to maintain their agreements and working to bring accounts back into compliance. Creating collection notices for delinquent meals tax, business licenses, personal property, and real estate, ensuring accuracy, clarity, and compliance with established collection procedures. Processing third-party collection agency payments and applying them accurately to customer accounts. Uploading weekly collection files to outside agencies, ensuring accuracy and timely submission to support external collection efforts. Processing customer payments at the counter, ensuring accuracy, efficiency, and a high level of customer service during all face-to-face transactions. Answering customer account questions in person, by phone, and via email, providing clear explanations of billing, payment options, delinquent accounts and collection processes. Working the DMV counter, including taking customer payments and issuing titles, registrations, license plates, handicap passes, EZ Pass transponders, and driving records while ensuring compliance with DMV policies and identity verification standards. Managing DMV closeout procedures, including daily reconciliation of DMV transactions and uploading remote deposits to the bank, demonstrating strict adherence to all
DMV CSCOM
standards and ensuring full compliance with required protocols. Serving as backup for weekly, monthly, and annual DMV inventory audits, ensuring accurate tracking of plates, decals, and other controlled items. Serving as backup for daily receipt balancing, demonstrating reliability, numerical accuracy and adherence to financial controls. Serving as backup for the Collection Specialist during absences, including issuing bank and other debtor liens in accordance with established collection procedures and legal requirements. Requires High School graduation or GED equivalent.
Necessary Knowledge, Skills, and Abilities :
Patient, service-oriented, pleasant, outgoing and detail-oriented. Effective spoken and written communication skills. Skill in the operation of office machines (10-key, fax, computer, copier, printers, scanners, etc.). Strong basic math skills, with the ability to make rapid and accurate computations. Ability to perform detailed work accurately, maintain follow-up, and assist customers - both pleasant and unpleasant. Ability to maintain effective working relationships with employees and the public. Proficiency in Microsoft Office Suite, especially Excel. Basic typing skills (25 wpm).
Additional Desirable Qualification :
Spanish language proficiency is a plus.
Special Certifications and Licenses:
Obtaining the Master Governmental Deputy Treasurer designation within 3 years, contingent upon available training budget funds, and actively pursuing required coursework and professional development to meet all certification standards.
