Controller Central Arkansas Water - 4.6 Little Rock, AR Job Details Full-time $115,960 - $173,909 a year 21 hours ago Benefits Health savings account Health insurance Dental insurance Flexible spending account Tuition reimbursement Paid time off Employee assistance program Vision insurance Opportunities for advancement Life insurance Retirement plan Qualifications Staff supervision Microsoft Excel Management Hiring Bachelor's degree Forecasting Accounting and finance experience Training & development Process management Full Job Description Job Summary We are seeking a dynamic and detail-oriented Controller to assist the Director of Finance in directing operation of the Accounting Section; provides direction and supervision to Senior Accountant and other positions as needed; assists in utility wide budgetary activities; oversees preparation of monthly financial statements, audits, and the Annual Comprehensive Financial Report (ACFR) and Popular Annual Financial Report (PAFR); ensures accounting activities are performed in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB); oversees all aspects of accounting activities; trains and supports Accounting staff in financial software and modules; subject to call; acts as Director of Finance or Finance Manager when designated; and performs other essential duties as deemed necessary. Duties and Responsibilities 1.
ASSISTS THE DIRECTOR OF FINANCE IN DIRECTING OPERATION OF THE ACCOUNTING SECTION
determines daily priority of work coordinates assignments of personnel determines need for scheduled overtime monitors and adjusts routine workloads for maximum efficiency notifies staff of changes in projects and work procedures inspects and determines work to be done establishes and revises work procedures and methods; keeps Director of Finance advised of Accounting activities. 2.
PROVIDES DIRECTION AND SUPERVISION TO SENIOR ACCOUNTANT AND OTHER POSITIONS AS NEEDED
interviews and recommends on hires, terminations and salary adjustments plans and/or participates in training of new employees guides employees in ongoing training facilitates and encourages innovative process improvements reviews problems and malfunctions incurred by staff with equipment provides guidance and direction on technical aspects of work interprets utility policies and procedures; evaluates employees performance. 3.
ASSISTS IN UTILITY WIDE BUDGETARY ACTIVITIES
forecasts future years' budget needs; monitors operation and maintenance expenses tracks funds availability to meet construction and/or regular fund outflow ensures compliance with regulations and utility business practices 4.
OVERSEES PREPARATION OF MONTHLY FINANCIAL STATEMENTS, AUDITS AND THE ANNUAL COMPREHENSIVE FINANCIAL REPORT
(ACFR)
AND POPULAR ANNUAL FINANCIAL REPORT
(PAFR): reviews and approves all general journal entries; reviews and approves account reconciliations ensures accurate and timely month end and year end close procedures reviews and approves monthly financial statements prepares monthly analytical review of changes in financial statement lines reviews and approves other entity financial statements prepared by CAW staff works with auditors of record to complete audit prepares and submits ACFR to Government Financial Officers Associations (GFOA) for award consideration prepares and submits PAFR to GFOA for award consideration 5.
ENSURES ACCOUNTING ACTIVITIES ARE PERFORMED IN ACCORDANCE WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES
(GAAP)
AND GOVERNMENTAL ACCOUNTING STANDARDS BOARD
(GASB): ensures proper adoption of standards and pronouncements stays current on upcoming standards, including applicability to CAW and effective dates annually updates Board of Commissioners with recent and upcoming GASB pronouncements prepares, updates, and reviews applicable footnotes to the financial statements 6.
OVERSEES ALL ASPECTS OF ACCOUNTING ACTIVITIES
reviews and approves payroll registers and reports reviews and approves all invoices prior to payment reviews and approves asset depreciation activity reviews and approves recurring monthly journal entries reviews and approves reversing and adjusting entries. 7.
TRAINS AND SUPPORTS FINANCE STAFF IN FINANCIAL SOFTWARE AND MODULES
assists Finance department staff in learning financial software, including subsidiary modules acts as liaison between Finance and Information Services department assists in the testing and validation of new financial software applications, updates, and upgrades. 8.
SUBJECT TO CALL 9. ACTS AS DIRECTOR OF FINANCE OR FINANCE MANAGER WHEN DESIGNATED 10. PERFORMS OTHER ESSENTIAL DUTIES AS DEEMED NECESSARY MINIMUM QUALIFICATIONS
Bachelor Degree in Accounting or Finance Meets all requirements to sit for the Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), and Certified Government Finance Manager (CGFM) exams and able to complete one of the certifications within one (1) year Four (4) years of progressively more responsible work experience in Accounting or Finance including supervisory experience.
Pay:
$115,960.00 - $173,909.00 per year
