DIRECTOR OF FINANCE
Salary Range $108,000 - $124,000
FUNCTION OF JOB:
Under supervision of the Chief Financial Officer, to direct the financial operations of the Authority, including the administration of monthly and annual financial reporting; oversight of the general ledger and ensuring proper support of subsidiary ledgers; development and implementation of the annual operating budget; and the control of expenditures to meet operating objectives and the long-range financial plan.
ESSENTIAL JOB FUNCTIONS
Supervises and reviews the maintenance of the Authority's general ledger system including reconciliation of all accounts, bank statements, and financial reports. Reviews and approves purchase orders, direct payments, and related expenditures, and ensures such transactions are properly recorded. Reviews and approves the recording of receipts or other revenues accruing to the various Authority accounts; reviews and approves the weekly payroll and disbursement processes for all payables in accordance with established Authority procedures. Coordinates the administration of the finance office, including documentation, files and records, and all data-related activities. Manages the investment of funds and coordinates with financial institutions to optimize returns on deposits or investments. Provides financial liaison with external agencies, such as the City of New Haven, internal/external auditors, Connecticut Department of Transportation, Federal Railroad Administration, and other agencies. Supervises and reviews monthly billings and collections, accounts receivable, and required follow-up. Supervises the maintenance of fixed asset ledgers and ensures payments are made in compliance with construction contracts. Reviews and approves all financial reports issued by the Authority on systems operated or produced by its personnel. Performs special projects and other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of standard business management practices, including an understanding of public enterprise accounting and/or accounting requirements, GAAP, GASB, FASB pronouncements. Knowledge of the standard procedures and practices of business office systems and equipment. Demonstrated ability to oversee and direct a complex financial operation and effectively manage a staff of accountants and/or clerks.
MINIMUM ACCEPTABLE QUALIFICATIONS
Graduation from an accredited four-year college or university with a degree in business administration, finance, or accounting; advanced degree or C.P.A. desirable. Five years of experience in public accounting, business, or financial management position. Satisfactory equivalent combination of education and experience.
