This position plays a key leadership role in ensuring fiscal integrity and regulatory compliance across the Authority and its affiliated nonprofit entities. Reporting directly to the Director of Finance, the Assistant Director of Finance exercises independent judgment in managing financial transactions, supervising accounting staff, and maintaining compliance with applicable federal, state, and local regulations, including U.S. Department of Housing and Urban Development (HUD) requirements. The position serves as the Director of Finance's designee during periods of absence. Essential Responsibilities Maintain accounting and fiscal records for the Housing Authority and related nonprofit organizations. Assist in developing, implementing, and improving financial policies, procedures, and internal controls. Prepare financial reports, operating budgets, forecasts, and analyses for the Executive Director, Board of Commissioners, HUD, and other regulatory agencies. Assist in the preparation and administration of the Authority's annual operating budget. Oversee the proper disbursement of funds for payroll, contracts, purchases, and other expenditures. Supervise payroll processing and maintenance of employee earnings records. Ensure timely preparation and submission of federal and state tax filings, retirement reports, and other required financial reports. Manage fixed asset records and physical inventory systems. Perform and supervise monthly reconciliations, year-end closing activities, account analyses, and financial statement preparation. Analyze financial operations and recommend process improvements. Ensure compliance with Governmental Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP), HUD regulations, eLOCCS requisitions, Voucher Management System (VMS) reporting, and other applicable financial requirements. Assist with departmental leadership, staff supervision, workload management, training, and professional development. Coordinate and support annual audits and financial statement preparation. Conduct internal financial reviews and audits and prepare necessary adjusting entries. Analyze cash flow and prepare investment transfers. Perform other finance and accounting duties as assigned. QualificationsEducation Bachelor's degree in Accounting, Finance, Business Administration, or a related field from an accredited college or university required. Master's degree (MBA, MPA, or related field) preferred. CPA designation is a plus. Experience Minimum of five (5) years of progressively responsible financial management experience, preferably within a housing authority, governmental agency, affordable housing organization, or nonprofit environment. Demonstrated experience with fund accounting, financial reporting, budgeting, and internal controls. Strong working knowledge of HUD programs, including Public Housing and Housing Choice Voucher (HCV/Section 8) programs. Experience with Low-Income Housing Tax Credit (LIHTC) programs and Connecticut Housing Finance Authority (CHFA) programs preferred. Experience with housing authority and property management software systems preferred. Knowledge, Skills, and Abilities Thorough knowledge of accounting principles, financial reporting, budgeting, forecasting, and governmental finance. Strong understanding of
GASB, GAAP, HUD
regulations, and affordable housing finance requirements. Ability to develop and implement accounting policies, procedures, and internal controls. Strong analytical and problem-solving skills. Ability to prepare complex financial reports and maintain accurate accounting records. Excellent organizational, communication, and leadership skills. Proficiency in Microsoft Office Suite, particularly Excel. Ability to establish and maintain effective working relationships with employees, management, regulatory agencies, auditors, and the public.
