Job Description

Under the direction of the City Manager, the Finance Director is responsible for professional work in the administration and management of the finance department for the city. Work involves the responsibility for planning, scheduling, supervising, and participating in all phases of the City's financial activities. This is an executive position for the department which includes accounting, treasury, utility customer billing, accounts payable, accounts receivables, purchasing, inventory, fixed assets, pension, audit, and budget.
  • Provides leadership in finance administration and helps carry out the direction of the City Manager.
  • Oversees the city's budget preparation, monitoring, and reporting.
  • Ensures TRIM Reporting and Compliance.
  • Coordinates internal and external audit functions.
  • Assists with grant funding requirements.
  • Attends City Commission meetings and other public meetings with respect to financial matters.
  • Prepares written and oral reports for the city as required.
  • Supervises work of employees responsible for accounts payable and accounts receivable; supervises purchasing, grants, utility billing processes, payment processing and collections; fixed assets, inventory, and pensions.
  • Assists the general public actuaries, independent auditors, insurance companies, investment firms, bond holders, external consultants and other interested parties with financial matters.
  • Serves as financial system administrator and ensures smooth operations of the finance department's accounting systems.
  • Recommends departmental policies and procedures, to include internal controls.
  • Ensures compliance with the City Charter, Federal, State and Local laws to include GAAP, and GASB standards.
  • Ensures Purchasing activities are adhered to by City personnel.
  • Position is designated as Mission Critical
  • Performs other job related functions as assigned.

Supervisory Responsibilities:
  • Supervision is exercised over all department personnel.
  • Recruits, interviews, hires, and trains new staff.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with city policy.
  • Knowledge of principles and practices of general, fund, and governmental accounting to include financial statement preparation and methods of financial control and reporting, and principles and practices of cost and fixed asset accounting.
  • Knowledge of enterprise resource planning software and budget software.
  • Knowledge of GAAP, GASB and GFOA accounting standards and requirements.
  • Knowledge of principles and practices of municipal budgeting; laws and ordinances relating to the financial administration of public agencies.
  • Knowledge of principles, practices, laws, and regulations governing the investment and management of public funds.
  • Knowledge of computer and other office equipment to prepare necessary documentation and reports.
  • Ability to operate computer and spreadsheet software.
  • Ability to analyze and make sound recommendations on complex financial data and operations; plan and evaluate financial programs and make recommendations for improvement.
  • Ability to understand, interpret, explain, and apply city, state, and federal laws regulating city's financial accounting, reporting and record keeping.
  • Ability to develop and implement financial procedures and controls.
  • Ability to perform complicated mathematical calculations and analyses; prepare clear, concise, and comprehensive financial statements, reports, and written materials.
  • Ability to research and prepare City budget.
  • Abilit to delegate authority and responsibility.
  • Ability to establish and maintain effective working relationships with all levels of city management, staff and public.
  • Ability to carry out duties with minimum supervision.
  • Ability to represent the city in an ethical and professional manner.
Education and Experience:
Graduation from an accredited college or university with major course work in accounting or business administration and ten (10) years' accounting experience in public finance with supervisory experience; or an equivalent combination of relevant education and experience which provides the necessary knowledge, skills, and abilities and other competencies necessary for the position.
Licenses, Certifications, Special Requirements:
  • Possession of a valid Florid Driver License
  • Certified Public Accountant or Certified Government Finance Officer preferred.
