REQUIREMENTS
Masters degree in Accounting, Business, Finance or related field (MBA) Certified Public Accountant (CPA) or Certified Managerial Accountant (CMA) Minimum of two years related experience and/or training required; or equivalent combination of education and experience. Advanced knowledge of Microsoft Office Programs, such as Word, Excel, PowerPoint and Outlook. Experience with MIP and Paycom are preferred.

SUMMARY The Director of Finance is responsible for overseeing the operation and maintenance of the financial management system, including budgeting, accounting, reporting and analysis of revenues and expenses. Other responsibilities include risk management, internal compliance, performing complex accounting/financial functions, financial analysis, advanced research, and developing internal process improvements.
RESPONSIBILITIES
Operate and maintain the financial system to fully and accurately account for the receipt and expenditure of funds, in accordance with generally accepted accounting principles meeting Boards fiscal policies, Federal, State and local grant requirements. Protect the assets of the organization by maintaining effective internal controls, recommending procedures, insurance coverage and directly supervising members of the accounting and statistical staff. Assist Chief Financial Officer in development of COA and LGF organizational budgets, and individual departmental and grant budgets. Gain a thorough understanding of cost reimbursement principles as it relates to the requirements of Federal OMB circulars, single audit, general and specific requirements regarding the administration of Federal and State grants and contracts to be able to coordinate all audit and fiscal monitoring processes. Develop weekly, monthly, quarterly and annual financial statements and reports including the Grant Service Cost Reports depicting the status of COA program expenses, units of service by program, administrative allocation and accomplishments. Meet financial policies by developing and recommending procedures for accounting, cash management, sub-ledger reconciliation, client data coordination, billing, and other activities of the Fiscal Department for the safe keeping of the Agencys assets, and compliance requirements for Federal and State grants, agreements and contracts. Maintain and operate the equipment and software of the data processing system with particular emphasis on MIP accounting, ServTracker, eCIRTS, and GIMS software. Encourage outstanding customer service from the Finance department through effective supervision and leadership. Maintain the general ledger and all subsidiary ledgers utilizing an integrated automated accounting system. Prepare and issue weekly, monthly, quarterly and/or annual reports, as required, to monitor and manage revenues and expenses. Research and analyze accounting questions and/or issues raised by Directors and Managers. Act as liaison to external public accountants and to grantor agencies and/or their representatives. Prepare and review account analysis and reconciliations to ensure the accuracy and integrity of the data included in accounting records. Ensures financial processing is completed on a timely basis, monthly, quarterly and annually. Review and post journal entries made in the accounting system. Develop and maintain cash management routines to control and track cash position. Provide technical guidance to Finance department in AP, AR and Payroll. Maintain strict confidentiality of all fiscal information. Perform other duties as assigned.
