DOE SUMMARY
Plans, directs, and supervises the accounting practices, internal controls, purchasing, investments, cash flow requirements, insurance policies, occupational and liquor licenses, and risk management activities. Works closely with the mayor and department heads to achieve City objectives. Provides administrative oversight to assigned departments.ESSENTIAL
DUTIES andRESPONSIBILITIES
The duties listed below are intended only as illustration of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.- Supervise activities of grant programs, quarterly payroll reporting, funds disbursements, payroll, accounts receivable, accounts payable account, and fixed asset management.
- Administration of a uniform central accounting system for all City departments, offices, and agencies, using nationally accepted standards where applicable.
- Assistance to the mayor in the preparation of the annual operating budget and capital improvement budget.
- Overseas and directs the preparation and insurance of the City's annual report.
- Establish and maintain appropriate internal control safeguards.
- Directs staff in providing and directing procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls and services.
- Arrange and work with external auditors to facilitate timely completion of the annual audit.
- Collection (except where specifically otherwise provided by law) custody of all monies of the City's government from whatever source.
- Maintenance of a record of indebtedness and the payment of the principal and interest on such indebtedness.
- Ascertaining those funds are available for payment of all contracts, purchase orders and any other documents which incur financial obligation to the City government, and that such documents are in accordance with established procedures.
- Disbursement of all funds from the City treasury.
- Supervise preparation of a monthly statement of revenues and expenditures which shall be completed and made available for public inspection not later than twenty (20) days after the end of each month.
- Procurement of all personal property, materials, supplies, and services required by the City government under a central purchasing system for all departments, offices, and agencies in accordance with applicable state law, council policy and administrative requirements.
- Supervise preparation of all intergovernmental grant applications on behalf of the City government and informing departments, offices and agencies of all relevant local, state and federal programs.
- Maintain property schedule for insurance policies.
- Manage City investments in accordance with laws of the State of Louisiana, while considering the cash flow requirements for city programs and capital projects.
- Provide general administrative services.
- Analyzes and consolidates statistical and routine reports.
- Directs and analyzes studies of general economic, business, and financial conditions and their impact on the organization's policies and operations.
- Other actions may be directed by the Mayor.
- Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Directly supervises other employees in the Finance department and accounting department, purchasing, and warehouse. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees, addressing complaints, and resolving problems.QUALIFICATIONS

Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.- Education and/or Experience o Bachelor's degree (B.A.) from a four-year college or university in accounting; four or more years of related experience in governmental accounting; or equivalent combination of education and experience. o
- Language Skills Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organizations.
- Mathematical Skills Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry, and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Computer Skills To perform this job successfully, an individual should have knowledge of Accounting, Database, Project Management and Spreadsheet software and Payroll systems.
- Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
