Job Summary The Finance Director oversees the City's Finance Department and municipal financial operations, including budgeting, accounting, financial reporting, cash and investments, debt, payroll, utility collections, risk management, and financial planning. The position provides financial guidance to the City Manager, City Council, and boards and commissions as needed. Job Description Essential Duties The essential functions of the position include, but are not limited to, the following: Directs Finance Department operations, including payroll, receivables, accounts payable, reporting, and financial records. Oversees the City's financial position, cash flow, revenues, expenditures, investments, debt, and internal controls. Leads annual budget development, monitors the adopted budget, and supports long-range financial and capital planning. Prepares financial forecasts, analyzes trends and variances, and recommends utility rates, fees, and financial strategies. Oversees financial statements, required reports, annual audits, and the Annual Comprehensive Financial Report (ACFR). Ensures compliance with governmental accounting standards and applicable financial requirements. Manages debt issuance, investment activities, grants, loans, tax increment financing, abatements, special assessments, and development programs. Oversees utility billing, collections, and revenue administration. Manages financial risk, insurance programs, policies, procedures, and data safeguards. Supervises, trains, and develops Finance Department staff. Provides financial guidance and communicates information to City leadership, elected officials, employees, and the public. Maintains effective relationships with auditors, financial advisors, government agencies, and other stakeholders. Serves as City Treasurer for the EDA and performs other duties as assigned. Requirements Required Knowledge, Skills, and Abilities The successful candidate will demonstrate the ability to: Manage municipal financial operations and develop and monitor operating and capital budgets. Analyze financial data, trends, forecasts, and budget variances. Apply governmental accounting principles and maintain accurate records and effective internal controls. Prepare and interpret financial reports and manage cash, investments, debt, and long-term obligations. Coordinate financial audits and apply relevant laws, regulations, and accounting standards. Use accounting, ERP, Microsoft Office, and Excel software effectively. Communicate complex financial information clearly to financial and non-financial audiences. Exercise sound judgment and maintain confidentiality when handling financial information. Lead, supervise, coach, and develop employees. Build effective relationships with employees, elected officials, auditors, financial professionals, government agencies, and the public. Prioritize multiple projects, meet deadlines, and manage competing demands in a complex governmental environment.
