Position Summary The Vice President of Homeownership & Wealth Building (VPHWB) provides executive leadership and oversight of TRIP & RCHR's NeighborWorks® HomeOwnership Center (HOC) and related housing, homeownership, wealth-building, counseling, grant, and rehabilitation programs. The VPHWB is responsible for ensuring that the HomeOwnership Center and related programs operate in an organized, coordinated, efficient, and financially sustainable manner and meet established organizational, programmatic, contractual, and performance objectives. The position provides leadership and supervision to the Program Manager of Housing Counseling & Wealth Building Strategies and the Director of Grant Administration & Rehab and works closely with the President & CEO and other members of the leadership team to advance TRIP's housing and homeownership mission. NeighborWorks® HomeOwnership Center develops and manages a one-stop resource center where prospective and current homebuyers can access services designed to help them achieve the highest level of success when shopping for, purchasing, rehabilitating, maintaining, and managing a home. The Program Manager of Housing Counseling & Wealth Building Strategies assists in establishing overall objectives for the Center and develops comprehensive plans that include performance measures and timelines for meeting incremental benchmark goals and achieving overall objectives. Homeownership production is of paramount importance in establishing the overall objectives of the Center. The VPHWB oversees implementation of the service delivery system and internal controls to ensure that the Department operates effectively and efficiently. The VPHWB provides leadership and guidance to staff, establishes accountability, monitors performance, and ensures that programs meet applicable standards and requirements. The VPHWB develops and maintains strategic relationships with funding partners, financial institutions, government agencies, community partners, and other stakeholders. The position also participates in advocacy at the local, state and Federal levels on issues related to housing, homeownership, financial capability, and wealth building. The VPHWB conducts periodic program, system, and staff reviews to ensure the highest quality customer service and adherence to TRIP policies, applicable funding requirements, and the standards established through the NeighborWorks® HomeOwnership Center participation agreement and

Essential Functions & Responsibilities Executive & Program Leadership Establishes long-term objectives for the HomeOwnership Center and related housing and wealth-building programs, including comprehensive plans, timelines, annual reports, and performance measures. Provides executive leadership and strategic direction for the HomeOwnership Center and related programs. Ensures the successful implementation of an effective and efficient service delivery system that produces a pipeline of prospective homebuyers and results in a continuous flow of mortgage-ready homebuyers. Establishes, monitors, and evaluates departmental performance measures and outcomes and takes corrective action when performance goals are not achieved. Ensures that programs operate in accordance with TRIP's mission, strategic objectives, policies, procedures, and applicable contractual requirements. Ensures that the Center meets the highest standards for delivering comprehensive Homebuyer Education and Individual Counseling. Maintains standards of practice, policies, and procedures that ensure the successful operation and financial sustainability of Homeownership and Wealth Building Strategies. Housing Programs & Homeownership Ensures the team implements an outreach and marketing strategy designed to expand and broaden the target customer market for all Housing Programs. Positions the NeighborWorks® HomeOwnership Center as a primary resource for families seeking to become homeowners. Nurtures relationships with key stakeholders to maintain open communication regarding current products, services, funding opportunities, housing trends, and market conditions. Oversees housing counseling, homebuyer education, homeownership production, financial capability, and wealth-building initiatives. Works with staff to identify opportunities to improve customer outcomes throughout the home-buying continuum. Monitors customer retention, production, outcomes, and customer service and implements improvements when necessary. Grant Administration, Compliance & Risk Management Oversees grant writing, administration, compliance, monitoring, and reporting for Housing Programs, including
HIP, CDBG, AHC, HUD
Lead, and HCR Lead Programs. Oversees all responsibilities related to the NYS Rural Preservation Program. Ensures compliance with applicable federal, state, and local laws and regulations, funding requirements, contracts, program guidelines, NeighborWorks® requirements, and TRIP policies and procedures. Ensures that appropriate protocols are followed for accounting, grant administration, compliance, recordkeeping, and file maintenance. Conducts periodic reviews to identify weaknesses, inefficiencies, compliance concerns, and operational risks and implements corrective action as necessary. Ensures appropriate internal controls are established and maintained to safeguard organizational assets, program funds, information, and records. Strategic Partnerships, Advocacy & Resource Development Develops and implements strategies for cultivating and maintaining relationships with investing partners, financial institutions, governmental agencies, funders, and other strategic partners. Works with the President & CEO and other leadership staff to identify and cultivate funding opportunities, strategic partnerships, and other resources that support TRIP's housing and homeownership mission. Represents TRIP with funders, government agencies, financial institutions, community partners, professional organizations, and other stakeholders. Participates in local, state and Federal advocacy efforts related to housing, homeownership, financial capability, and wealth building. Ensures that strategic partners' interests, goals, and expectations are appropriately addressed while maintaining alignment with TRIP's mission and objectives. Staff Supervision & Development Provides direct supervision to the Program Manager of Housing Counseling & Wealth Building Strategies and the Director of Grant Administration & Rehab. Promotes and maintains effective interpersonal communication with all staff and departments. Consistently motivates staff in a positive manner and establishes a team approach to achieving benchmark goals and long-term objectives. Encourages staff participation and input in decision-making, program development, and goal setting. Creates an environment that stimulates professional growth and development of staff members. Demonstrates the ability to capitalize on staff members' unique strengths and leads by professional example. Holds staff members accountable for responsibilities inherent in their positions. Conducts timely staff performance evaluations, establishes performance criteria, and assists staff in identifying goals and developing action plans for achieving them. Monitors and adjusts staffing levels as necessary to meet established objectives, provide high-quality customer service, and maintain optimum productivity. Budget & Financial Management Assists with developing and implementing a comprehensive cost-recovery plan and fee structure to generate sufficient revenue and create financial sustainability for the Department. Prepares the annual budget for the operation of the Department in coordination with the President & CEO and appropriate finance staff. Monitors departmental revenues and expenditures and takes appropriate action to maintain financial performance within approved budgets. Works with appropriate staff to ensure that program expenditures are properly authorized, documented, tracked, and reported. Systems, Operations & Technology Ensures that the office environment and physical space support high-quality customer service, privacy, confidentiality, and professional operations. Supervises the maintenance and upgrading, as needed, of equipment and tracking systems essential to the operation of the Department. Develops and implements proper procedures and internal controls necessary to maintain the security of all systems and the confidentiality of all records. Ensures that accurate and timely program, financial, customer, and performance information is maintained. Conducts periodic system reviews to identify opportunities to improve efficiency, customer service, compliance, and program outcomes. Organizational Representation Represents TRIP at meetings, conferences, public events, professional associations, training sessions, funder meetings, governmental meetings, and other forums relevant to the organization's housing and homeownership mission. Participates in organizational strategic planning and leadership activities. Works collaboratively with other TRIP departments to advance organizational goals and ensure effective coordination of services. Authority & Accountability The Vice President of Homeownership & Wealth Building is accountable to the President & CEO for the effective operation and performance of the HomeOwnership Center and related programs. Within authority delegated by the President & CEO, the VPHWB is responsible for: Making operational and programmatic decisions necessary to achieve established objectives. Recommending hiring, promotion, disciplinary action, and termination of staff. Establishing departmental procedures and performance expectations. Recommending expenditures and resource allocations within approved budgets and organizational policies. Representing TRIP with external stakeholders and partners. Identifying operational, financial, compliance, and programmatic risks and recommending appropriate corrective action. Ensuring staff accountability for assigned responsibilities and established performance objectives. Major organizational, personnel, financial, contractual, and policy decisions remain subject to the authority and approval of the President & CEO and TRIP's established policies. Qualifications & Requirements Bachelor's degree in Business, Finance, Public Policy, Housing, Nonprofit Management, or a related field required ; Master's degree preferred. At least five years of progressive management experience in business, housing, nonprofit, or related fields. Demonstrated experience managing programs, staff, budgets, grants, and/or organizational initiatives. Demonstrated project management skills, including the ability to establish priorities and manage multiple tasks and deadlines. Strong analytical, systems, financial, and problem-solving skills necessary to evaluate performance, prepare reports, identify issues, and recommend and implement solutions. Leadership skills that reflect teamwork, integrity, effectiveness, efficiency, accountability, and a commitment to high-quality customer service. Work Environment & Travel This position primarily operates in a professional office environment but may require travel to TRIP properties, partner locations, government agencies, training locations, conferences, meetings, and other business-related locations. Occasional evening or weekend work may be required based on organizational, program, meeting, or community needs.
