Executive Director Role Overview and Supervisory Responsibilities:
As the financial steward of the organization, the Finance Director is responsible for finance, accounting, and human resources, and provides leadership and oversight for core organizational systems. In partnership with the Executive Director and senior leadership team, this role ensures organizational priorities are financially viable, operationally aligned, and executed with discipline. The Finance Director translates strategic direction into sound financial decisions, accountable plans, and sustainable operations across the affiliate.Employee Status :
Exempt, minimum 40 hours per weekResponsibilities :
Financial Management Produce timely, accurate monthly and annual financial statements, budgets, cash flow forecasts, and performance dashboards. Oversee financial aspects of home sales and funding programs (e.g., TDHCA, FHLB, HUD), ensuring effective coordination from operations through closing. Lead financial planning for sustainability, risk mitigation, and long-term capacity, including capital strategy and lending initiatives. Manage investments, banking relationships, lines of credit, and wire transfers. Develop and monitor rolling cash flow projections for restricted and unrestricted funds. Partner with operations and construction leadership to establish financially sound budgets, timelines, and decision thresholds. Lead development of the annual organizational budget in collaboration with department leaders, ensuring alignment with strategic priorities and financial constraints. Serve as staff liaison to the Finance Committee and support clear communication between management and the Board regarding financial performance and risk. Accounting & Accounts Payable/Accounts Receivable Prepare for and facilitate the annual audit; serve as primary point of contact with external auditors. Oversee monthly account reconciliations and ensure timely, accurate closing of the books. Maintain and enforce standard accounting policies, procedures, and internal controls across all affiliated funds. Ensure compliance withGAAP, FASB
standards, IRS regulations, and nonprofit accounting best practice Oversee Accounts Payable and Accounts Receivable processes, including grant, donor, and rebate-related reporting. Establish and maintain fund accounting systems for restricted, unrestricted, and capital fund. Ensure coordination and consistency across financial systems, workflows, and reporting structures. Human Resources Provide oversight of human resources systems, compliance, and policy administration, and partner with Executive Director for annual updates of HR policies.. Manage employee benefits programs and related vendor relationships. Maintain personnel records and ensure adherence to employment laws and organizational policies. Oversee Workers' Compensation, liability processes, and payroll support as needed. Partner with leadership to support onboarding and employee lifecycle need. Organizational Leadership & Integration Serve as a member of the Senior Leadership Team and actively contribute to organizational priority setting, problem‑solving, and decision‑making. Partner with department leaders to evaluate tradeoffs, surface risks, and align execution with financial capacity. Identify operational, financial, and capacity constraints that may impact strategic objectives. Bring clarity and discipline to organizational planning by helping leadership teams evaluate tradeoffs and make timely, well‑informed decisions. Support the Executive Director in translating vision into executable, cross-departmental plans Outsourced Relationships Manage and coordinate key outsourced services, including but not limited to: Payroll; Mortgage servicing; Information technology (including internet/phones); All insurance, especially automotive and general liability Ensure external partners align with organizational priorities, service standards, and financial controls. Qualifications & Attributes Bachelor's degree in accounting, finance, or related field; CPA or advanced degree preferred. Nonprofit financial management experience; housing, construction, or lending experience preferred. Strong analytical, organizational, and decision-making skills. Proven ability to lead planning, manage complexity, and drive execution. Proficiency with accounting systems and Microsoft Office tools.
