Job Description
Job Overview We are seeking a Director of Finance to lead and oversee the City's financial operations while ensuring accountability to taxpayers through accurate financial management and transparent fiscal practices. This position is responsible for managing all financial, accounting, and administrative services, including oversight of daily accounting operations and fiscal controls. The Director of Finance prepares financial statements, maintains cash controls, and oversees key operational areas such as the Utility Business Office, Meter Reading, Payroll, Purchasing, and Accounts Payable. Responsibilities Supervises and directs finance department staff to ensure operational efficiency, accuracy, and compliance with established financial procedures and internal controls. Prepares and administers the City's annual budget in accordance with applicable laws, policies, and established budget processes. Monitors and manages cash flow, cash controls, and overall financial operations. Prepares, reviews, and reconciles bank statements and financial accounts. Develops, implements, and maintains financial policies, procedures, and internal controls. Prepares and oversees daily, weekly, monthly, quarterly, and annual financial reports and reporting systems. Oversees the selection, implementation, maintenance, and optimization of financial and accounting software systems. Directs and oversees accounts payable, accounts receivable, payroll, and employee benefits administration. Ensures compliance with auditing standards, financial regulations, and reporting requirements; coordinates and assists with the annual external audit process. Identifies financial risks and internal control deficiencies and implements corrective actions to reduce the potential for errors, fraud, or noncompliance. Monitors and manages cash reserves, investments, debt obligations, and credit activities. Establishes and maintains vendor and supplier accounts and oversees the purchase order and procurement processes. Reviews and authorizes disbursements and payments for all approved accounts and obligations. Ensures the proper filing, retention, confidentiality, and security of financial records and documents. Prepares balance sheets, financial statements, budget reports, and other financial analyses. Maintains financial files, records, and oversight of outsourced financial services and activities. Maintains and ensures compliance with the City's accounting and financial management systems. Qualifications Bachelor's Degree in Accounting, Business or related field. Master's Degree in a related field preferred. Certified Public Accountant (CPA) Certification preferred. Five (5) years of directly related experience required. Experience in municipal government strongly preferred. Work requires broad knowledge in general professional field and the ability to understand operational, technical and office processes. PHYSICAL REQUIREMENTS
Work is predominantly sedentary. Required to exert up to 10 occasionally. May be required to lift, hold and carry office supplies and equipment. Required to sit, stand, reach, twist and walk to perform duties. Fine dexterity and manipulation necessary for computer work. Work is indoors in non-extreme temperaturesPay:
