Job Description

Under the general direction of the Finance Director, the Controller is the Chief Accounting Officer for the City and is responsible for managing all accounting and budget functions. This position is responsible for the preparation of the Comprehensive Annual Financial Report and the Annual Budget Report. Manages and directs the activities of the Finance Division staff; evaluates work performance of assigned staff members, addresses and resolves personnel issues, responds to staff inquiries, and provides training. Prepares and coordinates the annual financial and budget reports, and various operating reports. Ensures that accounting activities are conducted and reporting in accordance with Generally Accepted Accounting Principles (GAAP), GASB, and Federal requirements. Ensures compliance with financial reporting requirements of external Federal and State agencies (e.g., sales taxes, payroll taxes, etc.). Directs the maintenance of the City's accounting records and accounting systems; oversees all general ledger entries and approves all general ledger reconciliations. May prepare journal entries, and is responsible for setting up new accounts and funds for the City in the accounting system. Completes analytical reviews of balance sheet accounts to confirm accuracy; researches items as needed and prepares corrections to the general ledger. Initiates, directs, and assists in the preparation, monitoring, and management of both operating and capital budgets, and the multi-year financial forecasts for all budgeted funds. Analyzes and provides recommendations on complex issues relating to the operating and capital budget, financial matters, or departmental operations. Assists departments with budget requests. Assists in developing long-term goals, objectives, and priorities for the Finance Department. Ensures that written accounting policies exist and are updated to provide for strong internal controls to allow for safeguarding of the city's assets, accurate and timely reporting of financial data, and the early detection of errors and omissions Assists in the interpretation of City policies, department-specific guidelines/policies, and/or ordinances for internal and external customers. Assists management with other duties as necessary. Performs other related duties as assigned.
MINIMUM JOB QUALIFICATIONS
EDUCATION & EXPERIENCE Bachelor's Degree in Accounting, Finance, or related field and 5 years of experience in accounting required or equivalent combination of education and experience.
LICENSES & CERTIFICATIONS
Valid Texas Class C driver's license is required with a good driving record
PREFERENCES
Experience in municipal accounting preferred. Certified Government Finance Officer (CGFO) and/or Certified Public Accountant (CPA) Working experience with Tyler Technologies Incode10 Financials Software Platform
WORKING CONDITIONS
Work is performed indoors in an office setting. Work is sedentary, requiring the ability to remain in a stationary position most of the time. Ability to operate a computer and other office productivity machinery is required. Repetitive finger movement, repetitive twisting or pressure involving wrists or hands is required. Frequently communicates with citizens and coworkers and must be able to exchange accurate information in these situations. Occasionally moves about inside the office to access file cabinets, office machinery, etc.
