Job Description
Overview The Director Finance, Project Control is a leader within the Finance department and is responsible for leading and driving key finance and operations management areas and initiatives within the Market (i.e. Business Unit) and Program/Project Finance (Project Control) function. This position requires someone with progressive leadership and hands-on experience in a Finance and Project Control / Program Finance setting for a Government Contractor, a positive attitude and ownership mentality. Responsibilities Trusted advisor and strategic partner to Sector President, Market SVP and VPs - anticipate needs, proactively develop solutions, provide guidance and recommendations on all business matters, and effectively prepare leaders for internal and sponsor presentations. Authoritative business leader driving processes to ensure PMs and PCAs deliver predictable financial results. Lead development of Market bottoms-up monthly forecast and annual and long-range financial plan in accordance with corporate procedures and guidance ensuring accuracy and completeness of Program Manager/Program Control Analyst projections and Market Pipeline. Implement annual operating plan, monitor, analyze, and report program and Market-level performance against key business metrics and provide driver-based insights enabling effective decisions. Lead Market Estimate at Complete (EAC) and Program Management Review (PMR) processes to ensure we are maximizing program value, mitigating risk, and delivering value. Proactively partner with program management team in order to understand and track program risks and challenges and ensure risk mitigation activities are in place as necessary to avoid performance issues. Partner with Senior PCA manager and Market Director, in managing and developing a team of Program Control Analysts ensuring program financial objectives are achieved, internal/external compliance requirements are met, and enterprise tools are fully utilized. Actively participate in pricing strategy and process for new bids understanding details and levers. Collaborate with Project Management Teams (including Program Vice Presidents, Program Managers, and Project Leaders) in the development, review, and updates of project and program budgets, forecasts, and estimate-at-completion (EAC) and associated reporting and analysis. Develop, maintain and cost controls around operating expenses (OpEx) and capital expenditure (CapEx) budgets. Analyze spending trends and identify risks and opportunities. Perform scenario analysis and forecasting for resource, vendor, and project costs. Lead, develop, and mentor a team of financial analysts/program control analyst fostering a culture of accountability, collaboration, and continuous improvement. Facilitate contract kick-off meetings to ensure consistency and effectiveness of CostPoint project set up, project billing and accounting, and other contractual obligations and requirements that have a financial implication. Collaborate with accounting department in project set up structure and process. Qualifications Active or ability to get Top Secret Clearance with
