The primary purpose of this position is to serve as the senior manager, Partnership & Engagements Division, sharing with the Division Chief the full scope of responsibilities for directing the activities of the Division and, in the chief's absence, possesses the same authority and prerogatives.Qualifications:
In order to qualify, you must meet the basic and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT
Foreign Affairs Series, 0130Degree:
major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.OR Experience:
four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:SPECIALIZED EXPERIENCE REQUIRED
Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.Examples of creditable experience include:
Demonstrates broad, expert knowledge of DoD and Federal Government cyberspace issues, objectives and operations, as well as regulations and policy directives governing planning of cyber operations. Broad knowledge of cyberspace missions, authorities and capabilities as well as equivalent information regarding the roles and responsibilities of the external cyberspace program partners, which include (but are not limited to) other DoD commands and agencies, other US Government agencies, and key partner nations.Note:
Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.KNOWLEDGE, SKILLS AND ABILITIES
(KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1 Expert and comprehensive professional knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to International Affairs, Interagency and cyber Security Cooperation. 2. Broad knowledge of DoD and Federal Government cyberspace issues, objectives and operations, as well as regulations and policy directives governing planning of cyber operations. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, US Embassy and Air Force organizations to provide command level staff guidance and/or execution of activities associated with conceptualization, development, execution, and assessment of the range of cyberspace initiatives with partner nations. 4. Ability to communicate effectively, both orally and in writing, often in the form of verbal and visual operational updates, situation reports and briefings to senior US and foreign government officials, as well as skill in working harmoniously with personnel of various ranks and cultures. 5. Knowledge of the DoD command structure and experience with joint military operations. Skill in applying Joint Chiefs of Staff (JCS) deliberate and crisis planning procedures, the Joint Operations Planing Process (JOPP) and Integrated tasking Order development and staffing process. 6. Broad spectrum knowledge of both international affairs functions (Security Cooperation, International Engagement, Politico-Military Affairs, etc.) and information warfare tools (ISR, Cyber, EW, and IO) to contextualize task performance within a greater Foreign Policy environment and add efficiency/effectiveness to action officer duties while satisfying strategic objectives.PART-TIME OR UNPAID EXPERIENCE
: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.VOLUNTEER WORK EXPERIENCE
: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
