Duties Help As a Traffic Management Specialist, GS-2130-09, you will: Serve as the technical transportion advisor to all stewide opering officials on all mters dealing with commercial movement of personnel and equipment. Analyze and advise on transportion considerions relive to the domestic and internional movement of equipment, supplies, and personnel via all commercial transportion modes. Assist in the development of, maintain, and exercise the commercial traffic functions of mobilizion plans, as well as training programs for managers and mobilizion augmentees on reled transportion subjects. Provide input to the Defense Movement Coordinor (DMC), as required, with the preparion of the commercial transportion portions of the Automed Unit Equipment List (AUEL). Analyze traffic da and characteristics to determine areas of potential improvement and makes recommends for changes to the Traffic Manager; identifies economic and efficient uses of transportion; and projects mission transportion requirements. Oblige and execute funding for the commercial transportion mission. Ensure th traffic management and transportion services required to support the mission are accomplished. This includes services incident to receiving, processing, and dispching commodity and passenger traffic; to include demurrage charges, drayage and other accessorial services not directly reled to line-haul movements. Insure the preparion of Transportion Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Reconcile Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Make recommendions for changes in local policies and procedures to support the economical movement of contractually procured merials from vendors. Interpret and enforce Federal, Ste, and local regulions concerning the movement of hazardous merials and general commodities through various modes of carriage. Monitor and ensure proper handling, packaging, and shipping of arms, ammunition and explosives (AA&E), Controlled Cryptographic Items (CCI), and classified/sensitive items. Safeguard accountable transportion documents, which may include: Government Bills of Lading, Government Transportion Requests, and Uniform Service Meal Tickets. Inspect, or provide for inspection of, commercial carrier terminals to loce and expedite delivery of astray government shipments. Ensure carrier capability complies with government requirements and specificions. Manage the Carrier Performance Program for the ste and provides input to the Traffic Manager for the overall program. Procure domestic and internional travel for both military and civilian passengers. Review the travel arrangements provided by the Travel Services Contractor ensuring th special fares and/or discounts are utilized when feasible. Ensure advance procurement of transportion services to achieve greest overall cost efficiency and oversees the audit of the Travel Services Contractor for applicion of approprie discounts for official travel. Monitor the approved Travel Agent for official travel for quality assurance as an Assistant Contract Officer Representive (ACOR). Advise travelers on entitlements and responsibilities and manage the processing of refunds for unused commercial tickets into the government accounting system. Ensure all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. Reconcile and valide the monthly billing for commercial air travel Centrally Billed Account (CBA) and submits it for payment. Maintain all transportion reled automed systems and dabases to support the Traffic Management Programs for the Ste. Execute duties and responsibilities to support mobilizion, demobilizions, Homeland Security/Defense and Ste and Federal emergency operions. Accomplish the full spectrum of support for ste and Federal Nional Guard operions, training, readiness missions, nural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Must have least 24 months experience, educion, or training interpreting regulions/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, Ste, and local laws and regulions concerning transportion and traffic procedures. Experience preparing reports and recommendions involving appeals, special permits, adjustments in res and charges. Experience which involved negotiions with carriers on individual shipments or traffic movement. Educion Substitution of Educion for Specialized Experience- A maximum of 12 months of the required experience may be substituted by successful completion of undergradue study in an accredited college or university the re of 30 semester hours for 12 months experience.
