Job Description
General Manager Rancho Viejo, TX Full-time Full-time Position Summary :
The Valley Municipal Utility District No. 2 is seeking a qualified and experienced General Manager. This position is responsible for ensuring the delivery of safe drinking water and the effective treatment of wastewater in accordance with all local, state, and federal regulations. The General Manager reports to the Board of Directors, and is responsible for carrying out all directives, policies and procedures, and for directing the work of all staff members.Key Responsibilities:
Manage daily operations of District, including the oversight of Licensed Water and Wastewater Operators, as well as the Public Works employees. Ensure compliance with all applicable water and wastewater regulations, such as those found in the Texas Administrative Code Chapters 217 and 290. Ensure compliance with all applicable management rules such as those found in Chapters 49 and 54 of the Texas Water Code. Financial oversight of the District, including the development of monthly financial reports, preparation of the annual budget, and management of the District's investments. Knowledge of rules and procedures regarding human resources in public entities. Oversight of the District's billing system. Respond to emergencies and system issues as needed. Management of the election of Board Members on an as-needed basis. Ability to attend meetings outside of normal working hours, as needed. Ability to meet with citizens to address any concerns they may bring forth. Review and issuance of permits for new construction within the District . Delegation of various tasks to District employees.Minimum Qualifications:
Bachelor's degree in Environmental Science, Engineering, Management, or Accounting. Knowledge of applicable regulations (e.g., TCEQ, EPA standards). Strong leadership, organizational, and communication skills (bilingual Spanish/English, a plus). Knowledge of work site safety regulations applicable to utility construction.Valid Texas Driver's License Preferred Qualifications/Knowledge:
Valid Texas Water and/or Wastewater (Class C) Treatment Operator License. Knowledge of applicable software (ArcGIS, Excel, Word, PowerPoint, AutoCAD, SCADA, Quickbooks, etc.). Knowledge of work zone traffic control and trench safety. Knowledge related to the Rio Grande Watermaster Program and the management of water rights. Knowledge of rules related to backflow prevention in potable water systems.Benefits:
