Job Description:
Position Objective:
The candidate will independently provide support services as a Grants Program Analyst to satisfy the overall operational objectives of the National Heart, Lung and Blood Institute. The primary objective is to provide services and deliverables through performance of support services.
Duties and Responsibilities:
Triage competing grant applications: Set appropriate work priorities, apply knowledge of organizational needs and deadlines, and follow up to ensure receipt of required documentation (to include uploading documents to the official grant folder). Perform thorough review of competing grant applications including noting any bars to funding, foreign involvement, summary statement concerns, within specified timeframes including timely issuance of award notices. Perform administrative analysis including budget concerns; human and animal subject codes and regulatory analyses of grant applications using basic knowledge of applicable NIH grant policies and NHLBI procedures. Facilitate communication and correspondence including response to inquiries and/or policy and procedural guidance to be sent to grantee's and Federal Staff; perform as a resource of information providing recommendations for grantee and Federal staff: Respond to communications (letters, memos, phone calls, e-mails, etc.). Prepare correspondence which fully and accurately addresses administrative issues (prior approvals) in a clear and concise manner. Collaborate with program and grantee staff on information required prior to award Participate in cooperative effort to accomplish the goals of the

Assist in OGM supplements Assist in OGM funding Assist in OGM portfolio analysis of pending awards
DELIVERABLES.
Upon request, the contractor shall provide documentation evidence of any and/or all work products, including, but not limited to: Work products and documents related to setting appropriate work priorities, applying knowledge of organizational needs and deadlines, and following up to ensure receipt of required documentation; Work products and documents related to performing analyses of grant applications; researching, evaluating, interpreting and disseminating related regulations, policies and procedures to grantee's and federal staff. Work products and documents related to facilitating communication and correspondence; responding to communications and inquiries; preparing correspondence; Work products and documents related to informing federal task leader and staff of administrative issues and developments related to prior approvals; additional funding documentation required prior to award; work with grantee staff in responding to questions and resolving problems; assist in OGM portfolio analysis through running various reports including pending EOY awards.
Basic Qualifications:
Master's degree in business or a related discipline. Three (3) years of specialized experience plus a Bachelor's degree is equivalent to a Master's degree. Five (5) years of specialized (NIH grants management) experience. Experience with e

Preferred Qualifications:
Ability to interpret and apply appropriate regulations, policies and procedures relating to complex grant issues. Knowledge of information management. Experience with Microsoft Office Suite (MS Word, Excel, Outlook) Strong communication skills, both oral and written. Excellent analytical, organizational and time management skills.
