The Consultant will support and lead projects focused on EMS, fire service, healthcare financing, Medicaid reimbursement, and public-sector consulting. This role works directly with state agencies, local governments, fire and EMS organizations, and healthcare providers to analyze complex policy, operational, and financial challenges and develop practical, data-driven solutions. The Consultant is responsible for managing client relationships, conducting research and analysis, developing reports and recommendations, leading project workstreams, and supporting business development and proposal efforts. Successful candidates will possess strong analytical, project management, and communication skills, along with a passion for helping public-sector clients improve services, strengthen financial sustainability, and achieve strategic goals.

• Duties and Responsibilities
• + Reviews and becomes a subject matter expert in EMS, fire services, Medicaid financing, reimbursement programs, and public-sector consulting operations.

+ Evaluates client programs and develops recommendations to improve operational effectiveness, financial sustainability, and program outcomes. + Analyzes and interprets federal and state laws, regulations, policies, and reimbursement methodologies. + Assesses industry best practices and provides technical assistance and strategic guidance to clients. + Manages projects, staff, and assigned tasks with limited supervision while meeting or exceeding performance expectations. + Facilitates client meetings, stakeholder discussions, workshops, and presentations. + Delegates tasks and responsibilities to project team members and provides oversight of assigned work products. + Manages day-to-day project activities, client communications, and deliverable development. + Participates in business development and sales activities, including relationship management, opportunity tracking, and conference participation. + Leads proposal development efforts, including writing technical sections, coordinating contributors, reviewing content, and preparing final submissions. + Develops written reports, financial analyses, presentations, and other client-facing materials. + Conducts research and analysis related to healthcare reimbursement, cost reporting, provider assessment programs, ambulance reimbursement, and related public-sector initiatives. + Develops and reviews data analyses, financial models, and recommendations to support client decision-making. + Monitors emerging federal and state policy developments and evaluates their impact on client programs and operations.

• Required Skills
• + Ability to understand service delivery systems administered by state and local governments and monitored by federal regulators.

+ Ability to understand and develop expertise in complex federal and state regulations, reimbursement methodologies, and program requirements. + Strong Microsoft Office skills, particularly Excel, PowerPoint, and data analysis tools. + Ability to use sound judgment in completing assignments and seeking guidance when appropriate. + Attention to detail and ability to work with large datasets while producing accurate and defensible results. + Ability to manage projects within established timelines and budgets while maintaining a high level of quality. + Commitment to exceptional client service and relationship management. + Creative problem-solving ability and a strong consulting mindset. + Dedication to accomplishing client goals and addressing complex business challenges. + Ability to interact effectively with clients, stakeholders, and team members at all organizational levels. + Flexible, self-motivated professional possessing intellectual curiosity and initiative. + Enthusiasm for lifelong learning and staying informed about healthcare, public safety, and government industry trends. + Ability to follow, critically evaluate, and improve existing processes and methodologies. + Excellent business writing skills and the ability to present complex information to diverse audiences. + Ability to identify issues, evaluate risks, and develop practical solutions. + Strong project management, organizational, and time-management skills. + Ability to work independently while effectively collaborating within a team environment.

• Qualifications
• + Bachelor's degree required; Master's degree in Public Administration, Public Policy, Healthcare Administration, Business Administration, Finance, Economics, or related field preferred.

+ Five (5) or more years of relevant professional experience. + Experience in public-sector consulting, healthcare financing, Medicaid programs, EMS/fire services, reimbursement, financial analysis, or related fields preferred. + Experience managing client-facing projects and developing technical deliverables preferred.

• Supervisory Responsibility
• + Business Analysts + May provide project oversight, coaching, and mentorship to junior staff as assigned.

• Compensation:

• Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience.

As required by applicable law, PCG provides a reasonable range of compensation for this role. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.

Range:

$70,100 - $85,000 PCG does not sponsor newly hired foreign national workers for work authorization, including H-1B sponsorship.
