This Laboratory Supervisor III, also known as Director of the Laboratory Certification Program (LCP), directs and supervises the operations of the Massachusetts LCP in the Division of Environmental Laboratory Sciences (DELS), Senator William X. Wall Experiment Station (WES), MassDEP Bureau of Planning and Evaluation (BPE). The program certifies and inspects all laboratories to test drinking water supplies in Massachusetts for chemical contaminants and pathogens and certifies laboratories for non-potable water analysis. This position is critical to ensuring safe drinking water in MA. The incumbent must have extensive scientific and technical expertise in inorganic chemistry, organic chemistry and microbiological analytical methods for drinking water and other environmental media. Duties include, but are not limited to, the following: Directing and managing the LCP, the LCP Fees Program and LCP Database, including reviewing laboratory certification applications, laboratory analytical proficiency tests, and conducting on-site inspections of commercial and municipal laboratories seeking to obtain or maintain MassDEP certification. Directing the review, approval, and implementation of LCP Program regulations, policies, guidance and standard operating procedures. Developing and making recommendations for laboratory certification revocation and other enforcement actions. Directing and managing audits of threeDELS-WES
production laboratories for compliance with U.S. EPA-approved analytical methods and quality assurance procedures. Providing scientific and technical leadership to allDELS-WES
production laboratories regarding interpretation of analytical methodologies or quality assurance/quality control practices. Organizing and chairing quarterly meetings of the MassDEP Laboratory Advisory Committee and ensuring that summaries of the meetings are provided in a timely manner. Participating in the implementation and maintenance of the WES Environmental Management System (EMS) as it relates to all the operations of the LCP. Supervising laboratory certification program staff and performing related work as required. Preferred Qualifications atHire:
Earned certificates or ability to earn certificates within the first 12-months of hire of successful completion of theU.S. EPA
Office of Ground Water and Drinking Water Laboratory Certification Officer Training Courses in the areas of inorganic chemistry, organic chemistry, and microbiology. Six to nine (6-9) years of experience with analytical laboratory procedures and instrumentation used to test environmental sample matrices for inorganic and organic chemical and microbiological contaminants and parameters as described in the duties listed above. Knowledge of and experience with laboratory quality assurance/quality control and safety procedures for environmental analytical methods. Knowledge of Massachusetts andU.S. EPA
laboratory certification program elements and policies; ability to interpret state and federal regulations. Knowledge of the theory, principles, and practices of certification as applied to inorganic chemistry, organic chemistry, radiochemistry, and microbiology laboratories. Experience in the inspection and evaluation of inorganic chemistry, organic chemistry, radiochemistry, and microbiology laboratories for purposes of certification. Ability to gather data/information from reports, check them for accuracy, and interpret them to make appropriate recommendations for certification. Ability to think critically to direct the writing and implementation of LCP regulations, policies, and standard operating procedures. Ability to communicate effectively in both oral and written forms, with strong scientific writing skills. Ability to adjust to changing situations and to meet emergency or changing program requirements. Ability to respect confidentiality and exercise sound judgment/discretion in a professional manner. Ability to plan and complete work with minimal supervision. Ability to plan and coordinate the work of others to meet the goals and objectives of MassDEP programs. Ability to utilize current and emerging IT technology. Qualifications First consideration will be given to those applicants that apply within the first 14 days.Minimum Entrance Requirements:
Applicants must have at least (A) six years of full-time, or equivalent part-time, professional or technical experience in chemistry, biology, histology, bacteriology, microbiology, biochemistry or medical laboratory technology, the major duties of which included laboratory analysis and the interpretation of laboratory results and (B) of which at least three years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.Substitutions:
I. A Graduate degree with a major in chemistry, biology, histology, bacteriology, microbiology or medical laboratory technology may be substituted for a maximum of one year of the required (A) experience.•Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.NOTE:
