Summary:
The community-based clinical director position provides direction and oversight of as well as leadership for CCYSB's community-based behavioral health clinical services and programs. The clinical director collaborates with the medical director regarding the provision of psychiatric services. The position reports to the President/CEO and therefore, assists and supports the President/CEO to accomplish the agency's mission and vision. This position will require limited evening and weekend hours, depending on the program needs. Essential Functions Provides direct supervision of designated community-based program directors and supervisors through:
- Interview and selection of new hires
- Development and maintenance of job descriptions
- Ongoing competency assessment, evaluation and performance feedback
- Orientation and training
- Coaching, mentoring and supporting
- Annual performance evaluation
- Recommendation for compensation
- (Designated programs: Assertive Community Treatment (ACT), Mobile Treatment, BRIDGE, Family Engagement, Family Preservation, Family CONNECT.
Others as developed) Collaborates and communicates with key internal stakeholders to assure clinical services are provided in a coordinated, efficient, and effective manner through participation in the following meetings: Finance Committee Meetings (bi-monthly) CARF Planning Meeting (monthly) General Staff Meetings (monthly) Clinical Operations Meetings (monthly) Leadership Meetings (weekly) Quality Assurance Committee (monthly) CCYSB Board of Directors, as requested Other programmatic meetings as needed Meet with Medical Director monthly to discuss ACT, Mobile and other community programs - obtain and provide feedback regarding psychiatric services. Collaborates and communicates with key external stakeholders to assure clinical services are provided in a coordinated, efficient, and effective manner: Department of Juvenile Services Department of Social Services Carroll County Government Carroll County Public Schools Carroll County Local Management Board Carroll County Health Department and Local Behavioral Health Authority Circle of Caring Community Providers Community Partners Maryland's Administrative Services Organization Community Behavioral Health Maryland Association of Youth Service Bureaus Provides agency leadership and direction by: Clearly setting and communicating workflows and expectations to Community-based program directors and staff Collaborating with the Finance Director to establish the budget Approving and monitoring expenditures to assure that all programs stay within the budget Ensuring all services documentation supports accurate reimbursement Supporting grant funded program leaders in decisions regarding utilization of funds Engaging with referral sources Program development Provides visible Agency representation and partnership building in the community Engages in and supports the agency's performance measurement and management activities by: Contributing to the Performance Measurement, Management and Analysis Plan and annual evaluation Allocating resources for measurement, quality, and improvement activities such as supervisor chart audits, productivity reports, etc. Developing clinician profiles, where appropriate Using information and data to evaluate and improve services Collaboratively investigating and responding to complaints/grievances and critical incidents involving program staff, external stakeholders, client, and their families Developing, implementing, and monitoring policies and procedures that demonstrate compliance with laws, regulations, best practices, and accreditation standards Engaging and providing training for program staff on performance improvement and compliance initiatives Monitoring and evaluating the efficiency and effectiveness of program workflows and how they interact with administrative workflows Other duties as assigned Knowledge and Skills Required Master's degree in behavioral health field such as social work, counseling, marriage and family therapy, psychology or psychiatric nursing Licensed in the State of Maryland to provide independent behavioral health treatment services including but not limited to LCPC, LCSW-C, LCADC, LCMFT or APRN-PMH and licensure must be in good standing with accrediting body Clinical supervision certificate Three to five years of program management experience in community behavioral health setting Working knowledge of applicable state and federal regulations for outpatient behavioral health services Ability to operate computer programs such as Office 365, Email, Internet, and an electronic health records program Ability to use general office equipment (computer, phones, copiers, fax, etc.) Ability to use initiative and judgment in scope of designated responsibilities to ensure that matters requiring attention are appropriately delegated or handled Able to effectively communicate with clients, vendors, supervisors, co-workers, and other persons in writing and by telephone while remaining professional, pleasant, and respectful Ability to conduct oneself as a team member through use of collegial words and actions that support co-workers and Carroll County Youth Service Bureau's philosophy, mission and vision. Experience with complex budgets and billing systems including grants Physical Working Conditions The position works 40 hours per week This job requires sitting for up to 80% of the workday—portion of time will include driving to locations in Carroll County for partner and programming meetings; lifting/carrying/moving objects up to 10 pounds; bending or reaching to file and working while standing/moving Smoke-free office and Community locations (not regulated by Agency) Lighted, heated/cooled area typical of an office Noise from office equipment including telephone, computer, copier, etc. and from staff interactions. When working off-site, employees may encounter buildings in the community that may be smoke-filled and non-handicap accessible. Licensing Licensed in the state of Maryland to provide independent behavioral health treatment services including but not limited to LCPC, LCSW-C, LCADC, LCMFT or APRN-PMH and licensure must be in good standing with accrediting body Valid driver's license with no more than two points Training Must participate and successfully complete a variety of training which may include Infection Control, HIPAA, Corporate Compliance/Ethics, Consumer Rights, First Aid/CPR and other training as requested.
