This position will be a primary figure in the project management of the Community Health Improvement Plan (CHIP) and Community Health Assessment (CHA). The City of St. Louis Department of Health (DOH) in partnership with St. Louis County Public Health Department and several community partners have committed to a regional planning process that will prioritize the social and structural determinants of health, racial equity, and building resources and processes to meet the needs of the St. Louis region. We are looking for an incumbent who will be innovative, accountable, performance-driven, community-focused, and high achieving to join the team to help lead and coordinate these efforts.
The incumbent of this position will be expected to be a team player, assisting with implementing quality improvement efforts within the department and with our partners, and a champion of health and racial equity across all areas of service within the DOH. Experience in leading and guiding community or organizational efforts in improving the implementation of effective strategic initiatives, including monitoring and reporting on outcomes, engaging the community in planning and evaluation activities, and reporting on challenges and successes. This position must be effective at creating and building partnerships, coordinating and planning events, and developing relationships with other public health leaders on key topics. Excellent documentation and communication skills are required. The incumbent will utilize their knowledge and experience in public health to facilitate conversations and encourage strategic actions with stakeholders to address the priority areas of the
CHIP:
Violence Prevention, Maternal and Child Health, Chronic Diseases, Behavioral Health, and the Intersection of Health and Economic Mobility.
This position will be responsible for implementing the Mobilizing for Action through Planning and Partnerships (MAPP) 2.0 process as part of the Community Health Assessment (CHA) and the CHIP. The incumbent will need to be knowledgeable on the PHAB Accreditation Standards and assure that those standards are upheld as it relates to the CHA, CHIP, and community engagement.
Essential Functions and Responsibilities:
- Provide Project Management expertise (including familiarity with the National Association of County & City Health Officials (NACCHO) Mobilizing for Action through Planning and Partnerships (MAPP) 2.

- Engage, coordinate, inform, and communicate with the CHIP Advisory Team (CHAT), as well as support the work of the CHIP Action Teams.
- Maintains PHAB accreditation standards. This includes attendance at webinars, in-person sessions (when funding is available), and teleconferences on accreditation and quality improvement in order to keep abreast of the latest information and to network with other health departments around the country.
- Help to organize and promote Continuous Quality Improvement (CQI) efforts as aligned and part of Performance Management (PM) as set forth in the CHIP.
This includes helping partners to define standards and measures for evaluating progress toward goals and objectives, developing data collection systems to determine progress toward goals and objectives, as well as monitoring achievement of goals and objectives and integrating Quality Improvement processes into practices, programs, processes and interventions.
- Provide project management and leadership for the advancement of the CHIP and help to coordinate DOH Strategic Plan activities aligned with the CHIP across operational areas of the DOH.
- Participate in or lead teams for various projects as needed internally throughout the department and externally regarding community efforts.
- Meet and confer with Health Service Managers, Epidemiologists, and Public Information personnel to ensure that all promotion, education, outreach and other efforts are tracking needs, reaching intended recipients and improving community health outcomes in line with strategic initiatives.
- Participate as a member of a grant writing team to secure funding for strategic projects.
- Provide technical assistance for the team making any modifications to the CHIP to assure evidence-based methods are considered, effective performance measures are established, and that there is quality monitoring and reporting of progress to initiatives.
- Act as a project manager on assigned tasks and complete all aspects of a project management cycle.
- Represent DOH at meetings, conferences, committees, and public events. This may require public speaking, developing presentations, and increasing capacity through partnership building.
- Collect, analyze and report data internally to managers and staff, as well as externally to constituents and stakeholders in order to help management improve public health outcomes.
- Write status reports, annual reports, articles, and talking points on strategic issues.

Physical Requirements:
Tasks involve the ability to exert very light physical effort in sedentary to light work, involving some reaching, handling, fingering and/or feeling of objects and materials. Tasks require the ability to perform prolonged visual concentration, such as performing research.
Sensory Requirements:
Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds and textures associated with job-related objects, materials and tasks, such as producing advertising materials for marketing purposes.
Qualifications
A Bachelor's degree in Health Promotion and Education, Public Health or a related field; plus three years of experience in Public Health or Healthcare project management that includes community engagement. OR an equivalent combination of education, training, and experience.
Preferences:
Master's Degree in a related field; project management and strategic planning experience in leadership roles on high profile projects; familiarity with quality improvement processes and tools.
License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request.
