About the
Job:
The EMS Pre-Hospital Care Program Manager provides leadership, strategic direction, and operational oversight for all pre-hospital care activities within the Emergency Medical Service (EMS) system. This role is responsible for ensuring high-quality, evidence-based emergency medical services through comprehensive program development, clinical education, and continuous quality improvement initiatives. The manager oversees pre-hospital outreach efforts, collaborates closely with EMS agencies, medical directors, and hospital leadership, and ensures seamless coordination between field providers and emergency department teams. This position plays a key role in shaping system performance, strengthening clinical practice, and supporting the delivery of safe, timely, and patient-centered emergency care.
What You'll Do:
Lead the development, implementation, and evaluation of pre-hospital care programs and systemwide quality improvement initiatives. Maintains expert knowledge of local, state, and national trends, regulations, and best practices in pre-hospital and trauma care. Oversee the design and delivery of educational offerings for EMS personnel, hospital staff, and community partners. Serve as a primary liaison between EMS agencies, emergency department leadership, and EMS medical director to support clinical alignment and operational excellence. Monitor system performance, analyze quality metrics, and drive improvement strategies that enhance patient outcomes. Support medical director in clinical governance, protocol development, and quality performance review processes. Coordinate and strengthen transitions of care between pre-hospital providers and emergency department teams. Identify, investigate, and intervene in quality-of-care concerns; escalate issues to the EMS Medical Director as appropriate. Represent the EMS program in regional committees, regulatory reviews, and community outreach initiatives. Strong leadership presence with the ability to influence across multidisciplinary teams. Deep understanding of EMS operations, pre-hospital clinical practice, and emergency department workflows. Skilled in program development, education, and quality improvement methodologies. Liaison for first responders (fire, police, EMS, air medical) to Elliot Health System. Manage the education and training activities of pre-hospital personnel and take an active role in community education. Conduct case reviews and quality assurance activities with local EMS services to monitor and improve patient care.
Who you are:
Bachelor's degree in Nursing, Emergency Medical Services, Healthcare Administration, or a related field required. Master Degree preferred. Current NH registered nurse or EMS certification (Paramedic or equivalent) preferred. Additional certifications (e.g., TNCC, PHTLS, ACLS, PALS) may be required. Minimum of three (3) to five (5) years of experience in EMS, emergency services, or trauma program operations. Program coordination experience in a hospital environment is desirable. Leadership or supervisory experience preferred. Strong understanding of EMS operations, pre-hospital clinical practice, and trauma care standards. Demonstrated ability to lead quality improvement initiatives and manage complex operational workflows. Ability to analyze data, interpret regulatory requirements, and develop effective policies and procedures. Strong organizational and problem-solving abilities with a focus on system performance and patient outcomes.
