Behavioral Health / Substance Use Services Basic Function The Clinical Supervisor of SUD Programs provides clinical oversight, supervision, and direct treatment services to Program Participants within a correctional facility. This position ensures that all SUD treatment activities are delivered in accordance with program standards, contractual obligations, and professional practice guidelines. The Clinical Supervisor supports the Program Director in implementing and maintaining an effective, evidence-based treatment program that promotes recovery, reduces recidivism, and aligns with Department of Corrections (DOC) objectives. Essential Functions Clinical Oversight & Compliance Oversee Program Participant SUD treatment services to ensure compliance with established program standards, objectives, and delivery requirements. Supervise SUD Counselors. Monitor all treatment activities for quality, effectiveness, and adherence to established clinical guidelines. Perform other duties as assigned or deemed necessary by the Program Director. Assessment & Treatment Planning Complete comprehensive assessments for assigned Program Participants, reviewing their substance use, treatment, and psychosocial histories through interviews and staff consultation. Prepare individualized treatment plans consistent with assessments and in collaboration with each Program Participant, identifying appropriate goals, interventions, and supports. Continuously evaluate Program Participants' treatment responses and modify treatment plans as needed to ensure progress toward recovery goals. Counseling & Case Management Maintain an assigned caseload and provide individual and group counseling sessions consistent with each Program Participant's treatment plan. Address a wide range of participant needs, including behavioral, social, familial, and personal issues contributing to substance use. Work as a case manager to coordinate services addressing life domains such as physical and mental health, education, legal concerns, social services, and family relationships. Closely monitor Program Participants' progress and compliance with treatment expectations. Documentation & Reporting Accurately document all clinical activities, including progress notes, treatment plans, interventions, evaluations, and discharge summaries, in compliance with confidentiality and regulatory standards. Maintain complete and organized participant records and charts. Prepare case histories, treatment summaries, and required reports related to caseload activities. Participate in clinical staff meetings to review participant progress, update treatment plans, and recommend appropriate modifications. Discharge & Aftercare Planning Develop comprehensive discharge plans that include aftercare recommendations, referrals, and linkages to community-based services upon release. Collaborate with DOC and community providers to support continuity of care. Crisis Management & Program Support Provide immediate crisis intervention and conflict resolution as needed within the SUD Program. Maintain communication with on-site custody staff at all times regarding treatment activities, safety issues, or behavioral incidents. Assist in maintaining a therapeutic and secure environment consistent with institutional operations. Education, Training & Professional Development Plan and conduct formal educational seminars on topics such as addiction, relapse prevention, life skills, problem-solving, motivation, behavior modification, and anger management. Stay current with professional literature, best practices, and trends in substance use disorder treatment and correctional rehabilitation. Participate in supervision, training, and performance evaluation processes as required.Qualifications Education & Experience:
Master's degree in Psychology, Counseling, Social Work, or a related behavioral health field required. Minimum of 3 years of clinical experience in substance use disorder treatment, with at least 1 year in a supervisory or senior clinician role preferred. Experience working in a correctional or institutional treatment setting strongly preferred.Licensure/Certification:
Active NJ state licensure in a behavioral health discipline (e.g., LCSW, LPC, or LCADC) required with supervision credentials.Sobriety:
If recovering, must have at least two (2) years of sobriety and must maintain sobriety throughout employment.Knowledge, Skills, and Abilities:
In-depth understanding of substance use disorder treatment modalities, clinical assessment, and relapse prevention. Strong counseling, documentation, and case management skills. Ability to supervise and guide clinical staff in the delivery of effective, evidence-based treatment. Excellent written and verbal communication skills. Capacity to work effectively within a correctional environment and maintain cooperative relationships with custody personnel. Strong organizational, problem-solving, and decision-making abilities. Bilingual Spanish strongly preferred.Physical Requirements:
- Ability to sit, stand, or walk for extended periods during a shift.
- Must be able to lift and carry office supplies and files up to 20 pounds occasionally.
- Dexterity to operate computers, printers, copiers, and other office equipment.
- Visual and auditory ability to read screens, respond to phones, and engage in in-person communication.
- Must be able to move within a secure facility and respond to administrative requests promptly.
