Job Description
Responsible for daily management and operations of regional outpatient departments. Provides administrative/clinical supervision to the program staff to ensure all services are delivered according to local, state and federal laws and in compliance with contractual requirements. Works with Director Service Line Leadership to develop strategic goals for outpatient programs and to ensure quality of care for all site Behavioral Health and ensure quality of care for all behavioral health participants. 1. Provides clinical and administrative leadership through supervision, consultation, training, and support to ensure program quality, regulatory compliance, and contractual adherence. 2. Oversees supervisor and team performance through ongoing evaluation, use of data, and quality metrics; adjusts caseloads and work assignments to optimize quality of care, access, and staff productivity. 3. Collaborates with the Director to ensure achievement of programmatic, financial, personnel, and professional development goals. 4. Participates in budget development and actively monitors program performance against established financial and operational benchmarks. 5. Conducts semi‑annual performance evaluations; proactively addresses performance concerns and supports staff development, recognition, and retention. 6. Participates in recruitment, hiring, onboarding, and orientation of new staff to ensure appropriate staffing and role readiness. 7. Maintains awareness of emerging trends, evidence‑based practices, and regulatory changes through participation in professional organizations and continuing education. 8. Performs other duties as assigned to support departmental and organizational objectives. Requirements - Master's or Doctoral Degree in Social Work, Counseling or related human service degree Current independent clinical licensure (LCSW or LPC license required). Minimum of five (5) years of direct clinical experience providing behavioral health services. Minimum of five (5) years of supervisory or leadership experience in behavioral health, preferably within an outpatient setting. Certified Clinical supervisor or equivalent required. Competencies - Extensive clinical expertise and thorough knowledge of care standards for adults, children, and families. Strong diagnostic skills and knowledge Proficient in data analysis with strong ability to interpret and derive insights. Able to balance competing demands and maintain effective working relationships with staff, participants, volunteers, collaborators, and the public. Knowledgeable of regulations affecting the delivery of behavioral health services licensed through the NJ Division of Mental Health and Addiction Services, and under standards for the Joint Commission Accreditation Work effectively under pressure and occasional temporary increases in workload Computer skills and proficiency with Microsoft Office suite software a must. Strong organizational skills and timely follow-up to manage complex tasks Solid communication (written and oral), collaboration and intervention skills Able to effectively and respectfully resolve conflicts Proven ability to work successfully in a multi-cultural/multi-ethnic environment Upholds professional ethical standards, maintains appropriate boundaries and therapeutic relationships
