A Clinical Director directs and manages a medical practice, clinic, hospital, or other clinical setting. Organizes and manages of staff physicians, policy implementation, and ensures that standards for medical care are communicated and maintained.
Estelle's Professional Community Services (EPCS) is seeking an experienced, organized, and solutions-focused Clinical Director to provide clinical leadership across our growing behavioral health programs in the Hampton Roads area. This is a full-time leadership opportunity for a fully licensed clinician who understands community-based behavioral health services and can develop strong teams, maintain clinical quality, and ensure regulatory compliance. The Clinical Director will work closely with executive leadership while having meaningful authority over clinical operations, staff development, and quality improvement.
KEY RESPONSIBILITIES
Provide clinical oversight for EPCS programs, including Assertive Community Treatment (ACT), Community Stabilization, and Mental Health Skill-Building Services Supervise and support program leaders, licensed clinicians, and clinical staff Ensure services comply with DBHDS, DMAS, Medicaid, payer, and applicable licensing requirements Monitor clinical documentation, treatment planning, assessments, service delivery, and medical necessity Lead clinical audits, quality-improvement initiatives, and corrective-action planning Strengthen clinical workflows, accountability systems, and staff performance standards Participate in the recruitment, interviewing, onboarding, and competency assessment of clinical personnel Provide guidance regarding high-risk cases, crisis situations, medication-related concerns, and continuity of care Collaborate with medical providers, hospitals, community partners, and referral sources Ensure appropriate clinical coverage and escalation procedures are maintained Prepare programs for licensing reviews, payer audits, and fidelity assessments Promote a professional culture focused on ethical practice, client outcomes, teamwork, and accountability
QUALIFICATIONS
Active, unrestricted Virginia license as an LCSW, LPC, LMFT, or other independently licensed behavioral health professional appropriate for the position Master's degree in counseling, social work, psychology, marriage and family therapy, or a related behavioral health field Previous clinical leadership, program management, or supervisory experience Strong knowledge of community-based behavioral health services and Medicaid documentation requirements Experience with ACT or intensive community-based services strongly preferred Knowledge of Virginia DBHDS and DMAS requirements strongly preferred Ability to manage clinical risk, evaluate staff competency, and implement corrective actions Strong communication, organization, decision-making, and team-development skills Ability to balance clinical quality, regulatory compliance, staff support, and operational needs

SCHEDULE
Full-time Primarily Monday through Friday, with availability for consultation during urgent clinical situations as needed.
LOCATION
Hampton Roads, Virginia The position requires a combination of office-based leadership and program oversight.
