The position allocated to this class performs professional, administrative and supervisory duties in direct assistance to the Director of the Community Services & Regional Behavioral Health Department. Work is performed with considerable independence under the administrative direction of the Director and includes supervision of specific division managers, staff, and program development and/or management. The incumbent may assume the duties of the Director in the latter's absence or as directed.Job Description:
ESSENTIAL JOB FUNCTIONS
Assists the Director in managing the development and implementation of goals, objectives, policies, and priorities for each assigned service area including, but not limited to, Finance/Accounting, Office Support, Facilities, Information Services, Contracting/Budgeting, and specific division management, as required by Director, including establishing appropriate service and staffing levels, and allocation of resources accordingly. Provides administrative and supervisory oversight for all CSD divisions and teams, including Healthcare Information & Management Systems, Contracts and Compliance, Healthcare & Social Services Financial Management, Administrative Support, Developmental Disabilities, BH-ASO, and Counseling and Recovery Services (CAReS) . Primary clinical lead and Administrator of CSD's Spokane Regional Service Area's Behavioral Health- Administrative Services Organization (BH-ASO) Division, which is responsible for the crisis service system for individuals within the six counties of the region, and the integrated behavioral healthcare system for mental health and substance use disorder treatment programs for the Non-Medicaid population.
- Administrative Services Organization (BH-ASO) and the crisis system, including contracted crisis providers, meet the National Committee for Quality Assurance (NCQA) standards.
EDUCATION AND EXPERIENCE REQUIREMENTS
Master's degree from an accredited college or university in Public Administration, Psychology, Social Work, Mental Health Counseling, or related field, and Five (5) years of leadership experience in community and/or behavioral health systems, managed care, the development of systems of care or a related field, including three (3) years with direct clinical supervisory responsibilities. Washington Department of Health Licensed Mental Health Counselor or Licensed Clinical Social Worker and meets all standards for Approved Clinical Supervisor. Possession of a valid driver's license or suitable transportation as needed to carry out the essential functions of the job. Work may require travel, with overnight stay, on a regular monthly basis throughout Washington State.KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of community and social service programs such as mental health, housing and community support services, diversion and deflection services, developmental disabilities, and substance abuse service delivery systems. Knowledge of program planning, implementation, and evaluation principles and techniques. Knowledge of relevant federal and state laws, rules, regulations and ordinances. Knowledge of community social services organizations and the structure and function of HCA offices and divisions involving appropriate federal, state, and local laws, regulations, and ordinances. Knowledge of the basic principles of pro-active management and supervision, including but not limited to, hiring, assigning work load, evaluation, supervision, disciplining and terminating employees. Knowledge and understanding of contractual funding, regulatory requirements, and budgetary planning and control; and a proven record of successfully directing these things. Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction. Skilled in establishing and maintaining effective working relationships with all personnel, including, Federal and State agencies, local government agencies and associations, and community service and development agencies and committees. Skilled in the use of a computer. Skilled in public speaking. Skilled in understanding politically sensitive and/or controversial issues. Ability to demonstrate and promote the values of the department mission and goals internally and externally in a professional manner. Ability to provide administrative and professional leadership and direction. Ability to develop, implement and administer goals, objectives and procedures for providing effective and efficient services. Ability to direct, administer, coordinate, and evaluate the activities of applicable divisions and staff of the department. Ability to select, train, supervise and effectively direct activities of professional and administrative staff. Ability to develop and manage large, complex budgets and financial management systems, including monitoring division revenues and expenditures. Ability to interpret, review and understand complex reports and regulatory requirements. Ability to provide leadership and work in a team environment. Ability to conduct public meetings and effectively present information orally and in writing. Ability to work with the public in a pleasant, courteous and calm manner, often under stressful and/or emergent situations. Ability to make decisions and use good judgment to solve complex technical or political problems with minimal supervision or direction. Ability to analyze problems, identify solutions and project consequences of proposed actions, and when approved implement recommendations in support of goals and objectives. Ability to effectively manage projects through to completion and according to established deadlines. Ability to analyze data and prepare comprehensive plans and grant justifications. Ability to interpret and apply applicable Federal, State and local laws, rules, regulations and ordinances. The work environment is primarily inside, where the noise and temperature levels are moderate. Work may also require occasional travel within the County and State, exposing the employee to weather extremes, various forms of precipitation and the hazards associated with travel on public roads.Total Compensation:
$132,915- $185,988 Annually Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave).
