This is a compliance-driven leadership role with full responsibility for ensuring regulatory compliance, audit readiness, and subsidy accuracy across the portfolio. This role will also oversee key operational functions required to stabilize property performance. •
Main Duties:
Reporting, Budgeting, Compliance, Recertifications, Collection reports, Delinquency Reports, manage accounting team, etc. The ideal candidate is both a compliance expert and a hands-on operator capable of leading recertification efforts, preparing for audits including MORs andREAC/NSPIRE
Inspections, and driving accountability across property management, maintenance, and administrative teams. MUST have YARDI experience. MUST have Section 8 and HUD experience. Core Responsibilities Ensure full compliance with Project-Based Section 8 regulations. Oversee the timely and accurate processing of all move-in certifications, annual recertifications, and interim recertifications. Monitor EIV Compliance.Maintain complete audit readiness for:
Management & Occupancy Reviews (MORs)REAC/NSPIRE
inspections Establish, enforce, and continuously improve compliance policies, procedures, and documentation standards Monitor regulatory changes and implement required updates across the portfolio Serve as final authority on complex or high-risk compliance decisions Conduct regular file audits and quality control reviews to ensure 100% compliance Lead audit responses, including documentation preparation, corrective actions, and agency communication Develop and manage corrective action plans to correct deficiencies or findings Subsidy & Financial Responsibilities Oversee monthly HAP voucher submissions and ensure accuracy and timeliness Prepare and submit annual rent adjustments (OCAF) Monitor rent rolls and subsidy receivables to ensure proper revenue capture Support budget preparation and ensure compliance with financial controls Approve vendor invoices and ensure alignment with budgets and regulatory requirements Operational Responsibilities Supervise Property Managers, Maintenance Teams, and other Site Staff Oversee property operations, leasing performance, and occupancy stabilization efforts Manage unit turns in coordination with maintenance teams and contractors Ensure properties are physically prepared for inspections and meet HUD standards Enforce lease compliance, including addressing delinquency, lease violations, and evictions when necessary Safeguard physical and financial assets of the portfolio MUST have MOR experience.Duties include:
Oversee portfolio of properties, possess extensive knowledge of Accounting, Administration, Construction / Rehab and HUD requirements Manage and monitor rehab/turnovers. Heavy Recertification experience. Supervise Property Managers Supervise building superintendents Supervise (coordinate) management system "Yardi", and "QuickBooks" Ensure monthly vouchers are submitted to HUD, Overviewing Prepare and submit annual potential rent increases to HUD (OCAF) MOR inspections, ensuring files and personnel are up to date Overviewing REAC inspections , preparing properties for obtaining high scores Approve all vendor and contractor invoices, and payment Prepare annual budgets, ensure there are sufficient funds available at all times Supervise construction activity, determine work to be done, in coordination with Supers verify work is completed. Qualifications and Required Experience Extensive experience in affordable housing/property management Extensive experience with Project-Based Section 8 Strong background in: Recertifications and file compliance MOR andREAC/NSPIRE
preparation and execution TRACS, EIV, and subsidy administration Proven experience managing distressed or underperforming properties Experience supervising both operations and compliance functions Yardi experience required Experience with accounting systems (e.g., QuickBooks) required Core Competencies Expert-level knowledge of affordable housing compliance and HUD regulations Strong audit, documentation, and risk management capabilities Financial and operational acumen Hands-on leadership style with attention to detail Ability to operate in a fast-paced, turnaround environment Strong communication and problem-solving skills Frequent on-site presence required across Northern New Jersey properties High level of involvement in day-to-day operations during stabilization phase Ability to manage both strategic oversight and tactical executionPay:
